General Definition of Work
Manage and maintain technical and confidential reports and documents for the FMPA Generation Fleet. This role will include Meridian System functions with responsibility for ensuring plant technical documents and procedures are available and searchable for all FMPA generation support departments as well as plant personnel.. The role directly supports Planning, Generation Operations and Generation Engineering Departments, and related work as apparent or assigned. This role routinely produces technical operating reports used for submission to regulatory entities and ensures that relevant Planning studies are coordinated properly. This role is performed under the supervision of the Generation Support and Environmental Manager.

Essential Functions
  • Serve as an Administrator for the Meridian drawing database, including provide login access as requested/required. Develops metadata for the drawings or documents and assists Engineering in the filing/retrieving process.
  • Works closely with FMPA-operated Generation facilities Plant Managers to complete monthly Plant Operating reports.
  • Gathers, organizes and inputs documents into electronic archives/SharePoint; updates the Operating Databases with new contracts, emails, tests, and deliverables daily; creates PDFs of documents to prevent manipulation; scans hard copy information for electronic files
  • Monitors and files the various reports such as safety and incident reports from all Agency sites.
  • Assists other departments with reports of Power Plant statistical data.
  • Requests certificates of insurance (COI) from vendors and maintains database of COI.
  • Administer a SharePoint database with the library structure for all existing and new contracts.
  • Responsible for maintaining the contracts database for Power Resources. Adding to and removing contracts as specified in the contract.
  • Review monthly invoices from generation resources not fully owned by the agency for accuracy and compliance with contract pricing.
  • Coordination with multiple entities and Outage Planning to ensure Planners have studied all requested transmission outages. Includes checking Outlook for requests from Member Utilities and ensuring those requests are in the work cue.
  • Review the FRCC FTMS system for outages of facilities that impact FMPA Member Operations. This is done through system access, download, and use of an Excel tool to look for these branches.
  • Support with other FRCC operations postings area sites and files as needed.
  • Entering the required information into the system to process and approve net metering agreements for member cities.

Knowledge, Skills and Abilities
General knowledge of related industry, organization, and department policies, practices, and procedures; general knowledge of related industry, power plant operational data, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws; general knowledge of standard office practices, procedures, equipment and office assistance techniques; general knowledge of business English, spelling and arithmetic; ability to type accurately at a reasonable rate of speed; ability to make arithmetical calculations; ability to operate a variety of data entry and office equipment; ability to establish and maintain effective working relationships with associates and the general public. Knowledge of generation plant drawing management systems and practices. Knowledge of Planning practices, use of FTMS systems, and ability to possess FRCC credentials. Proficiency in Excel for report configuration utilizing large, complex spreadsheets and data analysis.

Education and Experience
Bachelor’s degree or 5 years’ experience in the utility industry preferably in the Plant Operations area or equivalent combination of education and experience.

Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and using hands to finger, handle or feel and occasionally requires speaking or hearing; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work is generally in a moderately noisy location (e.g. business office, light traffic).
