This position reports to the Chief Executive Officer and provides leadership in the management of all finance and human resource activities. Responsibilities include, but are not limited to the following:
- Recruit, train, coach and supervise staff
- Ensure that payments on accounts are issued in a timely manner
- Ensure that revenue collection is completed in a timely manner
- Ensure that payroll is completed on-time and within all applicable laws and regulations
- Supervise preparation of grant applications
- Provide financial information for the board of directors and senior management
- Maintain internal controls
- Supervise financial and compliance audits
- Maintain a fixed asset inventory and depreciation schedules
- Develop the annual capital and operating budget
- Prepare a ten-year forecast of revenues of expenditures
- Manage the defined contribution retirement program for all Foothill Transit employees
- Invest Foothill Transit fund balances according to the Board approved investment policy
- Supervise all fare collection activities including equipment availability, ridership and revenue analysis, and customer support
- Supervise the human resources team
- Assist the Deputy Chief Executive Officer, as requested, with EEO activities
- Represent Foothill Transit in all financial matters within the LA County region and elsewhere as required
- Perform other duties as assigned
Skills Required:
- Outstanding management, communication and administrative skills
- Skill in using graphic presentation, spreadsheet, and word processing and database management computer applications
- Knowledge of general office equipment, Microsoft Office software and, Generally Accepted Accounting Principles
- Ability to communicate clearly verbally and with written material
- Must have excellent demonstrated supervisory skills
Minimum Qualifications:
- Five years’ experience in financial reporting with staff supervision

Education and/or Experience:
- Master’s Degree or equivalent work experience
- CPA is preferred
FLSA: Exempt | Salary Range: Grade 8 - $122,682 to $211,624
