Description

Position Summary

The Human Resource Representative  administers the human resources department in accordance with current applicable federal, state, and local standards, guidelines, and regulations, and as director by the Administrator or as consulted by the Chief Human Resource Officer (CHRO) and/or Human Resource Director (HRD).   

 

Position Responsibilities

The Human Resource Representative assures personnel are interviewed, trained, paid, counseled, employed, placed on leave, and terminated in accordance with company policy in a fair and equal manner.  Responsibilities of the Human Resource Representative include (but are not limited to): 

  • Promotes and maintains a focus of patient-centered care
  • Adheres to laws, rules & regulations and practices ethical integrity and interpersonal skills
  • Maintains compliance with federal, state and local regulations in long-term Care and company policies and procedures
  • Has strong leadership abilities in change leadership, enforcing laws, rules & regulations, ethical     integrity and interpersonal skills
  • Assume the administrative authority, responsibility, and accountability of administrating the human resource department.  
  • Work with CHRO or designee in assigning job descriptions and performance evaluations for each staff in accordance with pertinent laws governing job positions
  • Consult with department directors concerning the staffing of their departments, eliminating/correcting problem areas, and improvement of services.  Review all requests from department directors for new or replacement personnel, fill requests as approved, and arrange interviews, appointments, etc.
  • Assist in determining departmental staffing, evaluate employee performances, and make recommendations to the Administrator and CHRO or designee concerning wage and salary adjustments, hiring, terminations, transfers, etc.
  • Check applications and references of prospective employees and arrange for interview with directors as required or directed; maintain job applications for personnel eligible to work in the facility
  • Ensure proper background, fingerprinting, exclusion checks, nurses aide registry, workers compensation history and drug testing, etc. is conducted for each new hire; conduct random drug testing as directed
  • Maintain confidentiality of all pertinent employee information in accordance with the Privacy Act, as well as our facility’s established policies governing the release of information
  • Orient new personnel to facility and explain personnel policies, procedures, payroll procedures, safety/smoking regulations, grievance procedures, etc., as established by company policies and procedures.  Process all newly hired personnel information and all change of status data as applicable
  • Maintain documentation of personnel vaccinations/denials, licensure and certifications that are needed or expiring.  Communicate with department directors and/or employees  regarding  the requirements and/or expiration dates in advance to ensure regulations, policies and procedures  remain in compliance
  • Make written and oral reports/recommendation to the Administrator concerning personnel needs, problem areas, etc., as deemed necessary or appropriate
  • Agree not to disclose assigned user ID code and password for accessing resident/facility information and promptly report suspected or know violations of such disclosure to the Administrator.  Agree not to disclose resident’s protected health information and promptly report suspected or know violations of such disclosure to the Administrator
  • Assist in preparing daily information relative to the posting of nursing staff numbers
  • Assist with and monitor workers compensation cases and claims and coordinate between employees , CHRO or designee and the claims representative
  • Assist with the Counsel/discipline of personnel as requested or necessary in consultation with the CHRO or designee in accordance to policy and procedure
  • Ensure that grievance procedures are maintained and followed in accordance with the established policies.  Review complaints and make oral/written reports to the Administrator and CHRO or designee
  • Assist with termination of employment with the approval of the CHRO/designee and Administrator
  • Conduct exit interviews, and record data in the employee’s electronic personnel records
  • Assist with unemployment claims and assist with appeals in coordination with the CHRO/Human Resource Director.  Keep the Administrator updated on these claims and appeals
  • Assist with maintaining OSHA logs, EEO-1, E-Verify, etc. in coordination with the CHRO and/or designee
  • Report known or suspected incidents of fraud to the Administrator
  • Promote and set the example for resident rights helping protect and enhance those rights
  • Perform position duties in a manner as to assure resident safety and rights are priority
  • Adheres to the facility corporate compliance program and promotes the program in a positive and effective manner
  • Performs other position-related duties as assigned, depending on assignment/shift setting

 

Other Responsibilities

  • Follows facility OSHA safety rules and procedures
  • Follows facility policies and procedures and adheres to federal and state regulations for long-term care
  • Respects cultural and religious practices of patients
  • Upholds HIPAA regulations
  • Maintains a punctual and dependable attendance record

 

Position Requirements

  • Bachelors degree preferred
  • Minimum of (2) years LTC experience, preferred
  • Prior supervisory experience preferable in Long Term Care 
  • Federal, State, and MHI required credentials current and on file
  • Cognitive skills as related to the position

 

Working Conditions

Because the nursing home provides round-the clock care, working hours may include days, nights, weekends and holidays.  A Human Resource Representative works in a climate controlled and well-lighted environment with a smokefree policy.  Works in an office and walks throughout the building daily.  Has a low risk of exposure to infectious diseases, but receives training in handwashing practices and has access to personal protective equipment if direct exposure is anticipated.  Is subject to interruptions, noise, and odors daily.  Human Resource  staff may face hazards from exposure infectious diseases.  In addition, the population cared for will contain patients that are confused, irrational, agitated, and/or uncooperative.

 

Physical Demands

  • Prolonged periods of standing, bending, and reaching
  • Lifting and carrying continuously.  The ability to lift up to twenty (20) pounds occasionally.  Assistance in moving, lifting or transferring of residents may involve lifting of up to fifty (50) pounds occasionally. 
  • Ability to bend, stoop, stretch, twist, sit, and reach
  • Fine motor skills
  • Visual acuity

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.  While performing the duties of this job, the employee is regularly required to stand and talk or hear.  The employee is frequently required to walk; use hands to finger, handle, or feel; and reach forward with hands and arms.  The employee is occasionally required to sit and stoop, kneel, or crouch.  The employee must occasionally lift and/or move up to 20 pounds and occasionally lift or move 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.  

Physical Demand Ratings are an estimate of the overall strength requirements that are consider to be important for an average, successful work performance of a specific job. The overall physical demand rating for Human Resources falls within the medium classification (10 to 20 pounds of force occasionally and/or exerting 20 to 50 pounds of force occasionally.  Physical Demand requirements are in excess of those for Light Work.
