Position Overview
As the FRNP Characterization Specialist, provide facility deactivation support to the FRNP team by preparing design analysis calculations and design basis documents as requested. Perform data assessments of characterization measurements and information. Prepare technical documents, develop characterization plans, and routinely develop sampling and analysis plans.
Perform services to support characterization activities and support to the project. Perform Characterization Criticality Incredible (CCI) reviews for NCS documents as requested. Prepare CCI analysis planning. Evaluate Field Work Packages to ensure steps are included to properly characterize and disposition any waste generated.
Assess historical and recently shutdown gaseous diffusion systems and equipment to determine optimum approach to obtain representative data that will be used to support Criticality Incredible (CI) and waste disposition. Routinely mentor FRNP personnel on how to properly evaluate systems/processes, so accurate decisions can be made to ensure compliant waste disposition.
Duties
The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas, in addition to other duties as assigned:
- Provides technical guidance related to systems and/or components characterization and proper management in response to requests.
- Complete Design Analysis Calculations (DACs) to support characterization of systems and/or components.
- Evaluates and responds to phone calls, e-mail and inquiries about proper management of systems and/or components identified for current and future disposition which may include identification of hazardous items, proper characterization sequencing, disposition options, analytical requirements, packaging options, etc.
- Confers with the requester to obtain accurate and complete information to properly characterize systems and/or components.
- Develops Sampling and Analysis Plans to characterize systems and/or components.
- Completes formal Data Assessments for the Sample Management Office's various project related Data Assessment Packages.
- Enters data into FRNP-based software which is used to manage characterization data.
- Supports regulatory compliance through appropriate documentation by reviewing characterization results related to systems, components, building structures, soil, sludge, liquids, etc.
- Performs self-assessments, audits, component tracking, develop procedures, and complete component labeling.
- Actively participates in maintaining a safe work environment and supporting a culture of safety as evidenced in approach to daily activities and projects.
Minimum Requirements
- BA/BS degree in a related field and 5 years of related experience, or an equivalent combination of education and experience is required. Typical experience ranges from 5 - 10 years.
- Must be knowledgeable of project procedures and requirements.
- Basic knowledge of EPA, DOE, DOT, state and local environmental regulations preferred, but not required.
- Strong interpersonal and communication skills.
- Must possess a DOE "L" clearance or the ability to obtain a DOE "L" Clearance.
Working Conditions
Work in an office at a normal environmental restoration atmosphere (outdated and/or abandoned facilities or industrial field environments). May also work at off-project sites representing the organization at various types of locations throughout the community for business purposes. Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.
Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person "buddy system"), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching. Ability to perform primary office duties including heavy computer usage.
In some cases, radiological training may be required.
