Substance Use Epidemiologist The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between the government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City. PROGRAM OVERVIEW The Bureau of Alcohol and Drug Use Prevention, Care and Treatment (BADUPCT) works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADUPCT develops, implements, and evaluates interventions and prevention strategies through contracting of treatment, recovery, and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities. The Research and Surveillance unit conducts alcohol- and drug-related surveillance, program evaluation and research, maintains databases, designs research protocols, produces reports, writes scientific articles for peer review journals, and facilitates program and policy development.   This position will be funded through OD2A, via a five-year cooperative agreement with the Centers for Disease Control. This position is housed at the New York City Department of Health and Mental Hygiene in Long Island City. POSITION OVERVIEW The Project Coordinator will provide critical support to the OD2A program, including its operations, planning, implementation, monitoring, reporting, and evaluation. This includes contributing to the development, implementation, and completion of the Systems Champions for substance use disorders and pain care initiative as part of OD2A. The Project Coordinator will also contribute to the development and implementation of IHARP, another new initiative in BADUPCT, as described above, and other projects as assigned. RESPONSIBILITIES Under the direction of the Real-time Surveillance Manager, with latitude for the exercise of independent judgement and initiative, the Substance Use Epidemiologist will: Manage large datasets involving multiple years of data; ensure consistent variable codes; prepare datasets for analysis Perform analyses of Emergency Medical Services (EMS), syndromic, mortality, and other surveillance datasets to understand trends and point-in-time descriptions of drug-related issues in NYC Synthesize findings across multiple surveillance data sources Create and manage reports and dashboards for real-time data sources Collaborate with Bureau colleagues to use surveillance data to plan and implement tailored community-facing activities Participate in data dissemination to the community via in-person and remote presentations Conduct and support outbreak investigations related to drugs and/or alcohol, as needed Create and format publication-quality data tables, and reports for internal and external use Create, revise, and version study and data management documentation, including data dictionaries and codebooks Prepare IRB applications for surveillance and research studies Present data in written and oral form internally and to key stakeholders Perform all other responsibilities and projects as assigned by supervisors QUALIFICATIONS A Master’s degree, PhD, or DrPH in epidemiology or similar field Experience analyzing substance use-related data in an applied setting using SAS, R, or similar application Demonstrated analytical and problem-solving skills Experience reviewing and editing documents on a tight deadline Excellent computer skills, including MS Office; experience with data visualization and effective reporting of results Excellent organizational skills and attention to detail Passionate about conducting analyses with the end goal of reducing drug-related morbidity and mortality in New York City SALARY AND BENEFITS FPHNYC offers a comprehensive benefits package ·        Salary range is $86,000 to $93,790 ·        Public Service Loan Forgiveness (PSLF) eligible employer ·        Generous Paid Time Off (PTO) policy ·        Medical, dental, and life insurance with low or no employee contribution ·        A retirement savings plan with generous employer contribution ·        Flexible spending medical and commuter benefits plan ·        Meaningful work at an organization striving to advance health equity and social justice ADDITIONAL INFORMATION 9:00 am – 5:00 pm, Monday-Friday 35 hours per week.
