SUPERVISORY RESPONSIBILITIES

SUMMARY
Assist the ERSEA Coordinator in the organization and operation of the Head Start (HS) 0 to 5 Program and ERSEA per the Head Start Program Performance Standards (HSPPS), philosophy and mission.

DUTIES AND RESPONSIBILITIES
Creates outlook invites for ERSEA and ChildPlus (CP) meetings, planning, committee meetings, training and community collaborations.
Actively seeks and communicates with current community partners to offer ongoing meetings, marketing materials, or collaboration efforts.
Actively seeks new Outreach and Community events, ensure that all events are accurately logged in the ChildPlus Outreach and Community Event Module.
Assist the ERSEA Coordinator on recommendations for the HS 0 to 5 Program Calendar and Family/Community Services Calendar regarding ERSEA planning, committee meetings, trainings, monitoring, full enrollment, average daily attendance, attendance analysis, update waitlists and enrollment actions.
Supports staff to maintain Full Enrollment for HS 0 to 5 by utilizing and monitoring the ChildPlus Dashboard and sending monthly enrollment reports to all levels of management.
Reviews active waitlist to identify who the enrollment opportunity is designated for and communicates this to supervisory staff via the ChildPlus To-Do-List, in compliance with the HSPPS.
Reviews HS 0 to 5 applications, assists with eligibility, verifications, income declarations, declaration of current residency and third party verifications.
Monitor HS 0 to 5 applications on CP monthly to ensure all ERSEA policies and procedures are in compliance.
Analyzes CP reports to ensure compliance with age and income eligibility requirements and verify that over income applications do not exceed program allowances per HSPPS.
Assist ERSEA Coordinator in facilitating ERSEA and ChildPlus meetings, planning and trainings.
Participate in reviewing all ERSEA Training videos, procedures and CP implementation for effectiveness and current status.
Analyze the HS 0 to 5 waitlist for all sites to ensure proper facilitation of vacancies. Ensures that the selection of children and families is prioritized based on current selection criteria.
Prepares purchase orders, orders supplies, materials and equipment for ERSEA.
Obtains marketing recommendations from the Director of Marketing and Communications Department for all outreach and recruitment materials.
Annually, assists the ERSEA Coordinator in reviewing ERSEA documents to ensure accuracy, documents are updated and align with all other ERSEA Policy and Procedures.
Ensures the ERSEA Manual located in the Shared Drive is updated annually.
Analyzes and implements systems in ChildPlus database to ensure HS 0 to 5 meets Eligibility, Recruitment, Selection, Enrollment and Attendance services and recruitment goals.
Attends and participates in conferences, meetings and trainings, as required.
Facilitates summer recruitment, creates staff schedule, and prepares trainings and bi-monthly meetings. Assist with reviewing, processing and making Eligibility Determinations for applications.
Collects the Summer Recruitment Log and compile the Summer Recruitment Weekly Log.
Reviews and compiles Program Information Report (PIR) data on a monthly basis.
Assist with the front desk coverage as needed, to greet staff, parents, guardians or vendors and answer phone calls and assist with phone inquiries, send follow-up emails and take messages.
Ability to complete and assist with duties when ERSEA Coordinator is unavailable.

QUALIFICATIONS

EDUCATION:
High School Diploma or GED.
Bachelor’s Degree in Social Services or a related field required.
EXPERIENCE:
Two (2) years’ of related work experience in a non-profit agency, preschool or education program required.
Two (2) years’ work experience in a Social Services setting required.
OTHER REQUIREMENTS:
Highly Proficient in Microsoft Office Suite and related business software.
Operates a ten key calculator to perform basic mathematical calculations.
Operates basic office equipment: copy machine, fax machine, audio-visual equipment and laminating machine.
Effective presentation, written and verbal communication skills.
Ability to handle multiple tasks with great organizational skills.
Establishes and maintains positive relationships with variety of individuals and groups.
Works effectively with all socioeconomic and cultural backgrounds.
Willing to work non-traditional hours and days to meet the needs of this position.
Maintain a valid California driver’s license, reliable transportation, adequate auto insurance as required by State law, and insurability by agency carrier for those driving agency vehicles.
Physical examination, TB screening clearance and signed federal criminal record declaration are required within 7 days after employment.
As of December 31, 2021, all Fresno EOC employees must be fully vaccinated for COVID-19 and provide documentation of their vaccination status as a condition of employment, unless such employee has been approved for an exemption from the COVID-19 vaccination requirement as a reasonable accommodation for a medical condition or sincerely held religious belief.
Pass required reference checks and fingerprint clearance under Title 22 regulations: Department of Justice/FBI, Criminal Record Statement Child Abuse Central Index (CACI) and background investigation as needed prior to employment.
Obtain a valid AB 1207 Mandated Reporter Certification prior to first day of employment.
Pass and maintain Basic Pest Management in a Child Care Settings annual certification as required by the California Healthy Schools Act (HSA).
Immunized against influenza (flu), pertussis (whooping cough) and measles. The influenza vaccination must be obtained annually during flu season, August 1st through December 1st. A person is exempt from the immunization requirements for the following circumstances:
Former HS 0 to 5 parent preferred.
