Executive Director of the Outdoor Recreation Economy Institute

Frostburg State University, Division of Regional Development & Engagement, seeks a full-time, grant-funded Executive Director to lead our newly created Outdoor Recreation Economy Institute. The continuation of this position is contingent upon recurring grant funds. Responsibilities:

· Organizational Development & Capacity Building

o On-going development, implementation, and operations of the Institute in collaboration with other FSU departments and regional partners.

o Manage development of brand strategy and marketing materials, including logo, brand & collateral, and website design.

o Manage Project Coordinator.

· Education, Workforce Development, Trainings, and Workshops

o Facilitate coordination, development & implementation of workforce development, training, certification and internship initiative underway between Allegany College of Maryland, Garrett College, and FSU’s CANOE program.

o Develop coordinated education & workforce development offerings between FSU and the region’s community colleges and K-12 institutions related to growing the outdoor recreation economy.

o Develop an apprenticeship program.

o Create innovative outdoor economic and community development programming to support communities in maximizing the ROI of their outdoor recreation infrastructure investments.

o Organize and curate additional webinars and trainings utilizing subject matter experts to continue to support the growth of the region’s outdoor economy.

o Collaborate with FSU’s marketing and communications team to document, record, and disseminate education materials in multiple digital and print formats.

· Other Program Development

o Facilitate the creation of a regional outdoor industry database and dashboard.

o Create a regional outdoor business alliance network affiliated with the State Outdoor Business Alliance Network (SOBAN).

o Facilitate a coordinated and interactive regional business support network among key regional stakeholders.

o Work with local partners to identify research gaps and collaborate with FSU faculty and students and other subject matter experts to develop the data needed to analyze and report the impacts of outdoor recreation, support future planning, and prioritize development.

o Work closely with other FSU departments and regional partners to implement and create new, outdoor economic and community development partnerships and initiatives.

o Work with communities to implement creative strategies to increase participation and expand public awareness of outdoor recreation’s value.

o In collaboration with FSU’s Office of Sponsored Programs and other grant writing resources, support communities, non-profits, and FSU in grant applications to support outdoor organizational development, infrastructure, and program initiatives.

o Facilitate the creation of toolkits and resources that will support both existing, and new grassroots organizations in the outdoor recreation sector to grow and develop.

o Engage in opportunity identification and visioning with local community partners.

Other

o Create detailed reports and/or publications (e.g., fact sheets, manuals, articles) around the metrics gathered from program activities.

o Create content and stories for regular newsletters, and multi-media outlets.

o Engage FSU departments and external partners to identify, document, monitor, and promote the impacts, outcomes, and benefits of outdoor economic development programs and partnerships.

o Represent FSU and Institute when needed.

Minimum Qualifications: Bachelor's degree in Outdoor Recreation, Education, Business, Planning, Community Development, Leadership, or a related field required. Experience in program, workshop, and conference development, creation, and implementation. Minimum of 2 years of progressive program management and development.

Preferred Qualifications: Experience with outdoor recreation infrastructure development and community engagement for outdoor recreation-related projects.
