Employee Relations Specialist - Federal Human Resources

The Employee Relations Specialist will provide guidance and consultative expertise in employee relations services. In this key role you will provide advice and counsel to the Office of Human Capital on employee relations issues, provide quick and accurate research, provide coaching as needed and innovate alternate solutions as it relates to labor and employee relations services.


Day to Day Responsibilities include but not limited to:

  • Remediating corrective actions, disciplinary and adverse actions for misconduct.
  • Administering corrective and adverse performance-based actions.
  • Handling cradle-to-grave administrative grievances or negotiated grievances stemming from employee relations actions.
  • Advise situations concerning medical situations associated with adverse or performance-based actions.
  • Conducting fact-finding processes.
  • Providing recommendations for solutions to employee relations related issues.
  • Drafting disciplinary or correction action documents including counseling, reprimand, removal, termination during probation, performance improvement plans; and understand the impact on negotiated agreements and past practice on employee relations advisory services.
  • Assisting with conducting new employee orientation.


Required skills and qualifications:

  • Bachelor’s degree. Additional directly related years of experience will be considered in substitution of degree.
  • Eight (8) years of progressive experience supporting Federal Government Human Resource programs.
  • Four (4) years of direct experience in employee relations including reviewing; implementing; and providing guidance and recommendations regarding employee and management rights and obligations, discipline, appeal and/or grievance rights, office conduct, leave, absenteeism, reassignments, promotions, and labor relations.
  • Experience driving collection, and/or addressing analytic disputes and conflict resolution.
  • Preferred – Master’s Degree.
  • Highly Desired - EEO/Reasonable accommodation experience.
  • Highly Desired – Exceptional organizational and planning skills.
  • Highly Desired – Excellent communication skills with the ability to communicate across all levels of the organization.
  • Ability to maintain or obtain Public Trust Clearance.


This position is contingent upon contract award.  Contract award expected April/May 2024.
