Definition
The Chief of Accountability Officer, under minimal supervision, performs senior level work with extensive decision-making discretion providing strategic and functional leadership to grow the data and research driven practices that guide the district’s overall planning and monitoring. This position is responsible for leading student and program research, performance measurement, and reporting practices for all parts of the district in support of timely and reliable monitoring of district, departmental and school-based programs. Employee performs highly advanced and supervisory work to carry out Board of Education policies and procedures related to a wide variety of programs and activities under the direction of the Associate Superintendent of Academic Services.
Duties and Responsibilities
• Facilitates district accreditation, including hosting Quality Assurance Review team and preparing Accreditation Progress Report.
• Manages, oversees, and coordinates reviews for the School Improvement Plan process and measures.
• Leads the district-based systems of response to formal and informal data with a strategic alignment of resources to achieve academic achievement in all schools.
• Provides data for district Strategic Plan and monitor closely progress towards the goals.
• Provides reports for district to NCDPI.
• Provides professional development/training for data management and Education Value-Added Assessment System (EVAAS).
• Manages large data gathering projects, analyzes and interprets the results, then links the results to curriculum, instruction, and assessment while providing guidance and partnership to the Academic • Services Team.
• Administers district surveys.
• Builds and launches surveys to meet federal program needs.
• Provides data uploads for FERPA compliant software platforms as requested and approved.
• Provides guidance to the cabinet, senior leadership, and schools to make data driven decisions during meetings with school administrators and during PLC meetings.
• Supervises personnel in the Accountability Department.
• Coordinates program evaluation services for school system; provides leadership in planning, developing, administering, interpreting, and reporting the district’s evaluation programs and procedures; designs surveys and other data collection instruments; brokers evaluation services between schools and external evaluators.
• Provides technical assistance to the schools in data analysis and interpretation.
• Other duties as assigned.
Knowledge, Skills and Abilities
• Thorough knowledge of K-12 educational research methodology, including research design, program evaluation, and data analysis.
• Thorough knowledge of program guidelines and professional standards.
• Considerable knowledge of the NC current legislature, literature, trends, methods and developments in test result evaluation.
• Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state and local laws, rules, and regulations.
• Considerable skill in evaluating standardized test results and other data.
• Considerable knowledge of the North Carolina Standard Course of Study/Common Core and Essential Standards.
• Considerable knowledge of the principles of supervision, organization, and administration.
• General knowledge of statistical and graphical software available.
• Knowledge in planning, data management, project management, supervision of personnel, budget management, school administration and/or classroom teaching.
• Competency in and knowledge of effective, understandable information to stakeholder groups.
• Skill in planning, deployment, and monitoring of a school based or district level initiative.
• Skill in designing data collection instruments such as surveys.
• Skill in developing research designs, data storage strategies, program evaluation techniques, and data analysis methods.
• Skill in training and supporting school administration and staff in understandable terms.
• Ability to maintain complete and accurate records and to develop meaningful reports, charts and graphs from them.
• Ability to use common office machines and popular computer-driven word processing, spreadsheets and file maintenance programs.
• Ability to effectively express ideas orally and in writing.
• Ability to establish and maintain working relationships as necessitated by work assignments.
• Proficient in data interpretation and analysis.
• Proficient in EVAAS.
• Proficient in Power School.
• Proven ability in delivering information to a variety of audiences in understandable terms.
• Proven ability to interact and communicate with a variety of audiences.
Physical Requirements
• Must be physically able to operate a variety of equipment including computers, copiers, other office equipment, etc.
• Must be physically able to operate a motor vehicle.
• Must have minimal levels of eye/hand/foot coordination.
• Ability to coordinate hands and eyes rapidly and accurately in using automated office equipment or tools of the position.
• Ability to handle a variety of items such as office equipment, etc.
• Must be able to exert up to 30 pounds of force occasionally, and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects. Light work usually requires walking or standing to a significant degree.
• Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear). Must be able to communicate via landline telephone, cell phone, and other electronic means.
Minimum Education and Experience
• Minimum Master’s degree from regionally accredited college/university in an education area.
• Minimum of three years of experience as a building level school administrator; five – seven years’ experience preferred.
• Minimum of five years of classroom experience.
