POSITION DESCRIPTION
Reporting to the CEO, the Director of Community Services will have overall strategic and operational responsibility for the growth and compliance of the Medicaid waiver program. S/he will initially develop deep knowledge of the field, core programs, operations, and strategic plans. The Director of Community Services will provide leadership to the organization and will advance Gateway’s mission and objectives to promote outstanding service delivery at the forefront of the industry.
DUTIES & RESPONSIBILITIES
STRENGTHENING INFRASTRUCTURE AND OPERATIONS: Ensure the delivery of high-quality services while managing for current and future growth. Facilitate cross-departmental collaboration and strengthen internal communications with staff throughout the organization. Create and promote a positive, multicultural work environment that supports consistency throughout the organization's strategy, operational methods, and data collection needs.
SUPERVISION AND LEADERSHIP: Develop and maintain a comprehensive knowledge of Gateway policies and procedures. Provide direct oversight and supervision of Program Directors. Complete individualized training for Program Directors as needed, initially and annually thereafter. Complete applicable training modules for Program Directors initially and annually thereafter. Create and maintain training modules to assure conformance to best practices, address changes in policies and procedures, and address identified training needs. Arrange and participate in new employee orientations and annual re-trainings. Complete timely and accurate Performance Observation Logs and Employee Performance Evaluations. Complete internal investigations timely and accurately. Manage internal agency complaints.
INITIATIVE: Make independent decisions in compliance with Gateway policies and procedures. Take initiative to ensure current and accurate knowledge of Gateway policies and procedures and state and federal guidelines applicable to the Medicaid waiver program.
RELATIONSHIPS: Demonstrate/maintain professional internal and external relationships, cooperation, and partnership with all Gateway employees, managers, and the people Gateway supports. Provide conflict resolution as needed. Meet regularly with Program Directors and other Gateway employees as needed to provide ongoing support and training to ensure quality of programs.
PROGRAM COMPLIANCE: Ensure ongoing compliance with established Gateway policies and procedures. Complete internal audits as needed to assess overall compliance. Participate as a member of the Quality Improvement Committee quarterly. Monitor compliance with DDRS incident reporting guidelines. Respond to BQIS complaints within requested timeframes. Provide corrective actions as needed to resolve BQIS complaints.
HEALTH SUPPORTS: Interface directly with the Program Nurse to ensure compliance with Gateway’ Health Support and Medication Administration policies and procedures.
BILLING & SERVICE UTILIZATION: Monitor overall service utilization and work directly with staff to implement strategies for service maximization. Provide broad oversight of the preparation of billing documentation.
FINANCES & BENEFITS: Provide general benefits oversight for the people Gateway supports. Work directly with identified staff to ensure implementation of Gateway policies and procedures regarding benefits and financial management. Monitor Director debit cards and accounts.
COMMUNICATIONS: Deepen and refine all aspects of communications from web presence to external relations with the goal of creating a stronger brand. Use external presence and relationships to garner new opportunities. Provide frequent and open communication with the Gateway executive team.
PROGRAM DEVELOPMENT: Rationalize the delivery of programs through new and existing offices and partnerships. Increase efficiency and consistency throughout the organization by developing and implementing standardized programs, services, and program office marketing. Work in partnership with the Executive Director for Growth and Development to monitor referrals and admissions and gather data for the Quality Improvement Committee. Ensure compliance with Gateway policies and procedures for new admissions and consumer moves.
MINIMUM QUALIFICATIONS
Preference of a BA/BS
At least 5 - 10 years of overall professional experience with at least 3 years of experience working with people with intellectual and developmental disabilities
Excellence in organizational management with the ability to coach staff, manage, and develop high-performance teams, set, and achieve strategic objectives, and manage a budget
Track record of effectively leading an organization and staff; ability to point to specific examples of having developed operational strategies that have taken an organization to the next stage of growth
Outstanding presentation and communication skills
Strong commitment to the professional development of staff; successful track record of recruiting and retaining a diverse team
Strong leader with the ability to set clear priorities, delegate, and guide investment in people and systems; keen analytic, organization and problem-solving skills which support and enable sound decision making
Ability to work effectively in collaboration with diverse groups of people
Unwavering commitment to quality programs and data-driven program evaluation

Current negative TB (Tuberculin test)
Acceptable criminal (State and County) history background checks
RELATIONSHIPS
This position works under the supervision of the CEO. This position has daily direct contact with employees, individuals receiving services, their families, case managers, other service providers, and community partners. Collaboration with diverse groups of people is essential.
