Through the United States Antarctic Program (USAP), the NSF manages all U.S. scientific research and related logistics in Antarctica as well as aboard ships in the Southern Ocean. Managed and funded by the NSF Office of Polar Programs (OPP), USAP includes Laboratory Services & Science Support; Communication & Stakeholder Engagement; Planning & Integration; Campus Services and Travel Support; Safety and Medical Services; Transportation and Logistics; Marine Science; IT and Satellite Communications; and Facilities Maintenance & Recapitalization. The USAP provides scientists with logistics, operational and laboratory support in Antarctica. This includes the three U.S. research stations (McMurdo Station, Amundsen-Scott South Pole Station, and Palmer Station); summer camps (as required for research in the field); the ice-strengthened research ship; the icebreaking research ship; a fleet of ski-equipped aircrafts; and helicopters. With 150 – 200 science research projects each year, there are approximately 3,500 people involved in the program's research and logistical activities, while more than 800 scientists and their support teams conducting research in Antarctica's unique environment. Furthermore, NSF has embarked on future investments in Antarctic infrastructure spread across three major stations on the continent: McMurdo, Palmer, and South Pole. This includes support of USAP's scientific mission through a series of redevelopments and upgrades to the buildings, logistics and technology that make up these stations. This work will serve the continent's ongoing scientific mission over a 35-50 year planning horizon. HOW A MISSION ASSURANCE DIRECTOR WILL MAKE AN IMPACT: Serve as part of the senior leadership for the NSF USAP managing a Mission Assurance team of about 50 employees in planning, securing, and managing resources in support of the NSF Antarctic research activities. Develop and implement program strategy and change initiatives with a focus on mission assurance Successfully lead efforts to deploy about 2,000 USAP participants and maintain a COVID-19-free environment Manage a $10M annual budget across safety, quality, compliance, and internal controls initiatives and projects Develop, establish, and manage an Environment, Safety and Health (ESH) program that complies with Federal occupational safety and health standards and ensures USAP participants are trained and prepared for assignments and react appropriately when emergency situations arise Develop and implement a comprehensive safety and health program to protect and promote employee safety and health that is consistent with the policies in the USAP Safety and Health Ensure compliance with local occupational safety and health standards of other countries when they are more stringent than U.S. standards Provide all required support services to sustain the Program within the context of a comprehensive safety and health program Ensure completion of annual ESH compliance training to all employees and subcontractors, including site specific safety and health topics. WHAT YOU’LL NEED TO SUCCEED: Education: Bachelor’s Degree in business management, organizational leadership and/or another related field Required Experience: Requires 15 years’ project experience with maintenance and operations in support of science mission agency or equivalent, with specific focus on safety and mission assurance. Experience with managing a diverse remote workforce and instituting culture change Security Clearance Level: Must be able to obtain a Position of Public Trust Clearance Required Skills and Abilities: Ability to travel to Antarctica (10% – 15% travel) All candidates must pass strict physical and dental examinations, a psychological examination for winter positions, a pre-employment background check, a drug screen, and proof of U.S. citizenship.
