Job Description
The LYS Program Manager candidate will be responsible for execution of the BIW Lead Yard Support Contract and will report to the BIW Vice President of Programs. This position would require the individual to:
- Have a complete understanding of the scopes of work to be executed under each contract line item of the LYS contract.
- Be the primary LYS Program interface for BIW Senior Leadership , Supervisor of Shipbuilding, Washington Navy PMS400D and Huntington Ingalls Industries Follow Yard Support.
- Drive rapid resolution of emergent internal and external customer issues.
- Organize and facilitate quarterly LYS Program Reviews with the US Navy.
- Includes participation and support of Huntington Ingalls Follow Yard Services Program Reviews.
- Have a complete understanding of the DDG 51 Change Control Process, Engineering processes and products.
- Have a complete understanding of the Fiscal Year Upgrade Design and Engineering processes and products.
- Have a complete understanding the Class Standard Equipment Processes and products.
- Manage the Engineering Program Office to ensure high levels of LYS quality, schedule, and budget performance though regular monitoring and interface with Engineering, Design, and Finance. Review variances and issues, identify causes, and recommend action to correct unfavorable trends.
- Manage the Class Standard Equipment (CSE) Program Office activities. This includes daily interface with Supply Chain leadership on CSE change and contracts issues.
- Review weekly cost performance on the LYS contract and act to make any necessary corrections in order to achieve program goals.
- Interface with internal BIW organization leads to ensure appropriate levels of resources are available to execute the scopes of work under the LYS contract.
- Provide weekly status to BIW/Navy Senior Leadership on contract performance and issue resolution.
- Provide direct assistance in developing, assessing, and representing new Engineering business opportunities within the LYS area of responsibility.
Required/Preferred Education/Training
- A Bachelor of Science Degree in Business / Program Management / Engineering is required.
- 10 years of Project Management related experience is required.
- This position requires you to be able to obtain a government security clearance. You must be a US Citizen for consideration and you must be able to obtain an interim security clearance within the first 45 days of hire. Required/Preferred Experience
- Must have the ability to professionally represent LYS at Program level meetings.
- Oral and written communication skills consistent with the overall Program Management role are required.
- Must be able to develop and deliver senior management level presentations.
- Must have strong negotiation and conflict resolution skills.
- Must be well organized and capable of producing high quality correspondence and documentation.
- Must be able to read and understand drawings and other technical, financial, and contractual documentation.
- Occasional travel required.
