Overview
The Program Finance Analyst performs financial management and program cost control functions associated with the COLUMBIA design contract. The Program Finance team serves as a critical business partner by providing analysis, insight, and guidance to enable strategic program decisions and achieving bottom-line results. The individual filling this position will prepare, analyze and evaluate financial information associated with the COLUMBIA program for budgeting, forecasting, pricing, planning, invoicing and control; review/approve purchase requisitions for budgeted expenses; monitor and report on the CLB program’s performance to financial plan, providing detailed variance analysis and updated quarterly forecasts.
The responsibilities include:
Support quarterly EAC (estimate-at-complete) development
Perform bi-weekly financial and labor performance analysis
Communicate variances to Program Office Management and department directors
Prepare monthly CDRL cost reporting requirements for internal and external customers
Support adjustments to manpower (staffing/FTE) plan on a bi-weekly basis
Assist with program budget maintenance and funding forecasting
Shop order control
Monitor subcontractor contracts including requisition and purchase order review/approval process
Perform cash management of government funding and provide monthly analysis to Cash department
Support special projects and management requests as needed
Qualifications
Required:
Bachelor's degree in Accounting or Finance
0-3 years of related financial experience
Experience reporting and analyzing data in a Manufacturing environment
Internal candidates must be from a department outside of the Operations organization (Casciano/Gabriel)
Preferred:
Prior Electric Boat internship or co-op experience
ERP experience in Oracle
Skills
Required:
Proficiency in Microsoft Excel (pivot tables, advanced formulas) and Power Point
Analytical, problem-solving and decision making skills
Able to meet critical deadlines
Strong communicator (oral and written)
Able to perform independently and work in a multi-disciplinary, team-oriented environment
Highly motivated, self-starter, good organizational skills and keen attention to detail
Preferred:
Knowledge of government contracting and labor/material estimating
Knowledge of EIA-748 standard for Earned Value Management Systems, EIA-748 Intent Guide and EB’s Earned Value Management Systems
Working knowledge of Power BI
