Responsible for all purchasing activities, as assigned by the Supply Chain Manager, taking into consideration quality, delivery, price, risks, terms and other significant factors. Coordinates and manages the procurement of materials, parts, equipment, and supplies for the organization. Works cross functionally with all departments to meet program and site procurement needs.
- Solicits formal and informal quotes from prospective suppliers.
- Prepares Bid tabulations when appropriate and coordinates with requisitioners and others, as necessary, when selecting suppliers.
- Conducts negotiations of terms, conditions and costs/prices associated with purchases.
- Analyzes prices and alternate supply sources to take advantage of cost & profit improvement opportunities.
- Maintains purchasing files and records.
- Maintains a thorough knowledge of corporate, division and local purchasing policies & procedures to ensure compliance.
- Maintains effective working relationship with suppliers and internal customers to ensure positive rapport supporting GD-OTS Seattle long term interests.

- Knowledgeable of a wide range of commodities and services.
- Working knowledge of legal aspects of purchasing/procurement as required by federal, state and local levels of public laws and regulations, UCC, DFARS.
- Demonstrated working knowledge of purchase order documentation (single/sole source, source selection, price/cost analysis contract flow down, cost accounting standards, certifications etc.) and its significance within the procurement process.
- Demonstrated skills in negotiations of major procurements/prime contracts.
- Strong interpersonal skills, with ability to work effectively in a team environment & across all levels of an organization.
- Excellent problem-solving, planning, organizational, oral and written communication skills. Must be able to identify and resolve issues/problems in a timely manner & develop alternative solutions.
- Ability to respond to customer inquiries in written and verbal manner, as well as able to communicate clearly and persuasively with both the customer and co-workers.
- Ability to perform in a fast-paced independent atmosphere and demonstrate attention to detail.
- Self-starter, comfortable working independently, without day-to-day direction.
- Excellent computer skills. Must be proficient with MS Office (Project, Excel, PowerPoint, Word, Outlook), including the use of MRP systems & electronic purchasing modules.
Education and/or Experience:
BA/BS Degree in Business Administration, or related field, and at least three (3) years of procurement, material and supply chain management experience. Prior DoD procurement experience and use of IFS ERP System software is preferred.

Salary : $68,054 - $102,081
