To coordinate and provide energy services to qualified residents served in the twelve county areas through the Weatherization Assistance Program.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Travel to each assigned client house and conduct a thorough appraisal of the potential energy conservation measures according to the standards of the South Carolina Weatherization Assistance Program State Plan and Standard Work Specification (SWS).
- Be able to determine if the data entered into NEAT/MHEA is accurate, and the work order and recommended measures are comprehensible and support each other.
- Review the Job Work Order detailing the work that is required on each house audited.
- Ensure that all infiltration reduction measures will be guided by the blower door and meet SIR requirements.
- Inspect all assigned houses to insure that the houses meet all standards of the South Carolina Weatherization State Plan and SWS. If work does not meet the standards, complete paperwork requesting the contractor to complete the items necessary to bring any house into compliance with such standards. It is the responsibility of the Field Supervisor to make sure this rework is completed.
- Ensure all paperwork is completed on homes inspected, and prepare them for billing at the end of each month.
- For all assigned client households, the Quality Control Inspector should make an initial telephone contact with the client before going to the house, introduce himself as a representative of the Agency, treat the client with respect and courtesy in all transactions, answer any questions the client may have, communicate to the client about any safety, or health problems discovered in the audit, and generally handle any complaints the client has about work done.
- Conduct random in-progress inspections of the jobs during their completion and final audits and report findings to the Weatherization Director.
- Work with the Field Supervisor to train and instruct all contractors in the use of forms, work standards, safety standards, and blower door as they pertain to weatherization jobs and insure that all forms are filled out properly.
- Perform other duties as required.

EQUIPMENT AND MACHINES
Working knowledge of computer and modern office equipment. Carbon monoxide analyzer, fyrite pro combustion analyzer, hand-held thermal imager, blower door and insulation blower.
WORKING CONDITIONS
Ninety percent of work time is spent in the field.
ADDITIONAL COMMENTS
Must have ability to communicate with a variety of people, work independently, and maintain strict confidentiality of program data. Must be cooperative and display a positive attitude towards working as a team with other staff members. Must exercise discretion and sound judgment in the performance of assigned duties.
Must complete course work in building performance inspection.
