Summary:
The Task Lead shall provide a Task Lead to facilitate Government-Contractor communications for the Bureau of Indian Affairs (BIA) IDIQ contract and each Individual Task Order. The Task Lead shall be the primary technical and managerial interface between the Contractor and Contracting Officer (CO) and the Contracting Officer’s Representative (COR).
Responsibilities
Essential Job Functions:
- Researches and investigates new or improved business and management practices for application to programs or operations
- Analyzes organizational and directorate operational needs to determine operational requirements as they apply operational management systems
- Reviews forms and reports and confer with management and users to promote standardization of format, distribution, and purpose, and identifies problems and improvements
- Provides for the improvement and simplification of reporting requirements through analyses of data reported, analysis of the requirements and methods for preparation of reports and ensures that reporting requirements are met.
- Reviews organizational requirements and participates in problem-solving discussions for the purposes of developing solutions that benefit the organization’s internal processes
- Applies process improvement and re- engineering methodologies and principles
- Monitors administrative processes for opportunities to develop recommendations for improved efficiency; and research organizations to determine range of activities, scope of mission, persons in positions of leadership, and contact information
- Conducts capability analyses and evaluate and advise on the organization, methods, and procedures for providing administrative support systems
- Conducts internal studies and evaluations, recommend work simplification measures, and prepares operations manuals to assist management in operating more efficiently and effectively creates, documents, and manages a controlled system for information and knowledge management
- Compile a monthly activity report fed from the weekly activity reports prepared by the Data Analyst providing the report to the BIA CDO
- Contribute to Federal metadata standard which meets the Open, Public, Electronic, and Necessary Government Data Act or OPEN Government Data Act, Zero Trust, that will contribute to the bureau data inventory needs
- Shall review, advise, and understand all laws, directives, references, IRT Enterprise Data Governance/Enterprise Data Infrastructure, data asset inventory, health information (HIPPA/HITECH), personal identifiable information (PII), and personal health information (PHI) ensuring BIA data offices are following all standards IAW Department of Interior Strategic Plan, Executive Orders, and guidance
- Define the data and identify assets within the Offices/Regions of the BIA deconflicting data elements ensuring data consistency
- Process procedures and access controls to monitor adherences to policies, standards, and compliance
- Monitor quality of data using customer feedback, concerns, metrics, for evaluating issues while providing guidance for corrections
- Serve as a capability and/or solution point of contact for preserving the data architecture and implementing the procedures set forth by Department of Interior
- Shall coordinate with BIA Office Liaisons and Data Asset Custodians to identify data sources
Qualifications
Necessary Skills and Knowledge:
- Familiarity with data science concepts, as well as MDM (Master Data Management), business intelligence, and data warehouse design, and implementation techniques
- Strong written and verbal communication skills
- Ability to work collaboratively with internal and external stakeholders
- Strong attention to detail and ability to prioritize multiple projects and deadlines
- Proficient with Microsoft Office Suite
Minimum Qualifications:
- Bachelor’s Degree or equivalent experience
- Minimum six (6) years of related experience
- Experience with distributed management and analytics in cloud and hybrid environments understanding a variety of data access and analytics approaches
Preferred Qualifications:
- Master’s degree
The salary range for this position is $115K-$128K annually.
Salary : $115,000 - $128,000
