As a Quality Assurance Representative for the USACE Vancouver Resident Office, you will provide technical services to monitor and verify the quality of work performed by a construction contractor for the Mount Saint Helens Spirit Lake Tunnel Intake project.

The project's objective is to replace the existing Spirit Lake tunnel intake gate with dual intake gates. The project work items include :

  • Constructing a temporary access route across the Pumice Plain from the Researcher Parking lot to the Staging Area, including appropriate stream crossings along the alignment.
  • Continuing the temporary road from the Staging Area to the Barge Loading Facility and constructing a Barge Loading Facility to allow for lake access.
  • Performing dredge operations at the headwall intake approach.
  • Installing a cofferdam and performing demolition / construction on the new headwall intake gate configuration with trash rack.
  • Restoring identified project areas and incidental related work related to those features.

As a QAR, you will be responsible for surveillance of construction projects and delivering findings to the USACE Contracting Officer's Representative (COR).

The Senior Quality Assurance Representative will provide full-time / temporary on-site support and oversight.

Work Period :

This position is full-time temporary work that falls within the In-Water Work Window (IWWW). This project will be constructed over four (4) years in the following construction periods :

May 15th 2024-October 31st 2024

May 15th 2025-October 31st 2025

May 15th 2026-October 31st 2026

May 15th 2027-October 31st 2027

Work hours are not to exceed 50 hours per week. The work week will not be more than Monday-Friday and no more than 10 hours per day.

All hours over 40 will be considered overtime.

Responsibilities :

GoldenWolf is seeking a Quality Assurance Inspector to perform daily inspections on construction projects administered by the US Army Corps of Engineers (USACE).

The inspector will ensure that contractor work complies with contract requirements and that the Contractor's Quality Control System is effective.

The inspector will report any issues or concerns to the appropriate authorities and monitor the contractor's safety program.

The Quality Assurance Inspector will also inspect Red Line As-Built Drawings for accuracy and participate in the review of the Contractor's Progress Billings.

Daily QA reports must be completed and submitted within 24 hours of completion of shift.

  • Perform daily quality assurance inspections during physical activities at the construction site to check compliance with contract requirements.
  • Monitor the Contractor's Quality Control System and report on its effectiveness.
  • Inspect the Contractor's work and report any issues or concerns to the Administrative Contracting Officer, Contracting Officer's Representative, or Project Engineer responsible for the project.
  • Inspect the Contractor's Red Line As-Built Drawings for accuracy.
  • Participate in the review of the Contractor's Progress Billings (verification of reported quantity and progress).
  • Monitor the Contractor's Safety Program and report on its effectiveness.
  • Prepare Daily QA Reports and submit them to the Administrative Contracting Officer, Contracting Officer's Representative, or Project Engineer responsible for the project.

Requirements :

Education and Experience :

Required

  • National Agency Check with Inquiries (NACI) Clearance or the ability to obtain said clearance is required.
  • Minimum of 2 years' experience in construction and a desired one year of experience in heavy civil projects. Alternatively, a college degree in engineering or construction related field may substitute for the required experience.
  • Familiarity with USACE Safety and Health Requirements Manual, EM 385-1-1, and OSHA
  • Ability to work in adverse conditions for extended periods of time which may include inclement weather.
  • Capability to prepare a variety of reports; and the capability to perform basic field quality assurance tests.

Preferred

A bachelor's degree in a relevant field such as engineering, construction management, or a related discipline is preferred.

However, equivalent work experience and certifications may be considered in lieu of a degree

  • Experience working with US Army Corps of Engineers, Processes, and Procedures.
  • Experience creating comprehensive reports with engineering-based recommendations.
  • Experience with USACE Quality Control processes and reporting.

Experience, Skills, and Abilities :

Required

  • Ability to draw information from several sources to form comprehensive and systematic recommendations serving immediate and long-term construction management.
  • Analytical thinking / critical thinking skills are imperative.
  • Demonstrated ability to work in a dynamic fast-paced environment.
  • Manage time effectively to meet project deadlines and ensure that inspections and reporting is completed in a timely manner per contract and schedule.
  • Proficiency in Microsoft Office.
  • Excellent verbal and written communication skills are necessary to effectively communicate with project stakeholders, contractors, and government personnel.

The ability to write clear and concise reports is essential.

Preferred

  • A strong understanding of construction processes, techniques, and materials related to intake gates, dredging and other river construction activities.
  • The ability to analyze data, interpret technical drawings and specifications related to intake gates, dredging and other river construction, and make informed decisions based on findings is critical.
  • The ability to identify problems, propose solutions, and work collaboratively with project teams to resolve issues specific to intake gates, dredging and other river construction is essential.

Salary - Compensation based on skill and experience.

Job Type - Full-Time-Temporary (up to 50 hours per week)
