What are the responsibilities and job description for the Grant & Budget Analyst position at Goodwill of Finger Lakes?
Provides internal and external customer support by reviewing and administering contracts; provides business/financial support to Goodwill of the Finger Lakes organizations; leads the annual budget development process; prepares periodic forecasts and analysis; provides reports to governmental, organization and other external and internal customers; and is an integral Finance team member. Subscribes to and promotes Goodwill of the Finger Lakes’ mission, vision and values. Works with organization departments and leadership to achieve Organization and department goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Contract review and administration
- Review contracts to advocate for Organization interests and benefit and ensure all parties involved with the contract are informed and in agreement.
- Initiate monthly meetings with departments to review current and upcoming contracts for timely renewal.
- Ensure complete contract submission requirements are met.
- Oversee website management for Federal, State, County contracts (OCFS/CBVH, CCSI, ContrackHQ, NYS Grants Gateway) to expedite approval process, company user profile maintenance
- Interface with legal counsel as needed for contract interpretation and recommendations.
- Prepare customized contracts, letters of intent, RFPs, MOUs.
- Resolve contract administrative issues, voucher/billing issues, status of approval, requirement needs, delays, etc.
- Prepare the annual NYS Consolidated Fiscal Report.
- Administer and maintain the contract management database.
- Maintain and update procedures relating to contract administration and reporting requirements.
- Business/Financial Support
- Partner with leaders of Organization operations to provide insight and recommendations to improve effectiveness and financial results.
- Analyze cost drivers and revenue sources in light of Mission objectives.
- Help develop pricing models and evaluate new business opportunities.
- Budgeting and Forecasting
- Lead the organization’s annual budget process.
- Assist organizational leaders in developing and analyzing their budget and forecast submissions.
- Input budgets into financial system.
- Perform analyses of budget and forecast data.
- Reporting
- Ensure accurate and timely submission of government reporting and disclosure requirements (e.g. NIB, LTSE, IBNYS, United Way, and Census reporting).
- Ensure employee classifications are accurately reported, working with People Resources and the various departments for data retrieval to complete quarterly labor reports.
- Interact with and provide compliance requirements to State, county, town and city officials:
- NYS Department of Health Food Permit (Food Service)
- NYS DEC (electronic recycling, CD Rom)
- Monroe County Fire Marshall (elevator and Commercial Oven Inspection process)
- NYS Department of State, Division of Corporations (business permits-Loop, optical shop, 451 S. Clinton Store)
- NYS ESD (grant compliance)
- NYS Grants Gateway (contract compliance)
- NYS Liquor Authority (Development fundraising)
- Quarterly NYS HUT reporting.
- NYS DMV and NYS DOT (fleet administration)
- Monroe County Industrial Development Corp. (FKA COMIDA), as needed
- TEAP/WEP/SYEP
- Other tasks as assigned by Director of Finance
QUALIFICATION REQUIREMENTS:
- Financial analysis skills.
- Proficiency in reading and interpreting contracts and regulations.
- Strong ability to collaboratively communicate between departments.
- Ability to effectively communicate and negotiate with external organizations (insurance/ real estate brokers, attorneys, federal/state organizations).
- Strong organizational skills, attention to detail, and ability to multi-task while meeting deadlines.
- Self-starting.
- Strong writing skills.
- Strong computer skills (Outlook, Excel, Word, Power Point, database management, internet). Knowledge of Microsoft NAV a plus.
EDUCATION & EXPERIENCE:
Bachelor’s degree in Business, Finance, Accounting or other relevant field, M.B.A preferred. 4-6 years relevant experience. Experience in not-for-profit grant reporting, NYS CFR is a plus.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to sit for extended periods of time and to work extensively with computers. The employee needs to have reasonable mobility.
