What are the responsibilities and job description for the Coordinator of Compliance and Data Management position at Goodwill of the Southern Alleghenies Inc?

Job Purpose:

To design, develop, and implement a comprehensive data management system that allows for strategic outcome tracking; to ensure compliance in all workforce development programs. To oversee designated programs ensuring compliance to contract, rules, and regulations. Acts as facility liaison to Facilities/Operations Departments. Responsible for general administrative functions and coordination of maintenance within the facility.

Qualifications: This is a professional position and requires a person capable of conforming to the high standards of behavior expected of all staff. Excellent work habits, including attendance and punctuality, are required. The person in this position must follow safety policies and other policies established by the agency.

Education: Baccalaureate degree.

Experience: Minimum of two years supervisory experience. Experience in the compliance, healthcare, behavioral health field or similar field.

Computer proficiency: Advanced computer proficiency including Word, Access, and Excel.

Clearances: Must be able to obtain acceptable results for required background checks, including Act 151 Pennsylvania Child Abuse History Clearance, Pennsylvania Criminal History Check and Department of Human Services- FBI Fingerprints.

Exclusion Report: Employee will be screened on an ongoing monthly basis to determine if he/she has been excluded from participation in federal healthcare programs. If exclusions from participation in federal healthcare programs occur, employee will be precluded from employment in any federally funded healthcare program operated by Goodwill.

Other: The Coordinator must have a valid driver’s license, with a clean driving record and dependable transportation, which can be used in the course of his/her job. The Coordinator must have an operating telephone, so that he/she may be contacted quickly by Goodwill when necessary.

Skills, Abilities, Duties and Requirements:

  • Ensures that mission programs conform to all regulations and applicable federal, state, local, and agency requirements.
  • Assists the Healthcare Compliance Committee with the development, implementation, and maintenance of a comprehensive compliance program as it relates to Healthcare and Medicaid requirements.
  • Performs compliance audits and internal risk assessments, monitors progress, and recommends improvements and changes.
  • Maintains mission web-based database, coordinates reporting of pertinent information, adapts to new regulatory reporting requirements.
  • Coordinates facility administrative operations. Responsible for building opening/closing procedures.
  • Ability to create business plans.
  • Ability to formulate and manage budgets.
  • Ability to communicate effectively, both verbally and in writing. This includes presentation skills.
  • Critical thinking skills.
  • Ability to work a flexible schedule, including evening hours and weekends when required
  • Ability to do prolonged standing, walking, and sitting up to 3 hrs.
  • Ability to do frequent bending, stooping, stretching, pushing and pulling.
  • Ability to lift and carry objects weighing up to 15 lbs. occasionally, (material handling equipment will be used to minimize effort expanded when practical).
  • Vision and hearing corrected to within normal limits.
  • Must follow company policies and safety procedures as well as assuring that employees under his/her supervision follow the same.
  • Capable of conforming to the high standard of behavior expected of all staff.
  • Extremely dependable in attendance and punctuality.
  • Ensures area of responsibility complies with regulations and requirements.
  • Monitors rules and regulations of designated programs for compliance related changes that may impact the designated programs or the organization and communicates same.
  • Responsible for programs supervised, meeting or exceeding performance standards set by the referring or funding agency.
  • Ensures program staff is provided with updates on new laws and regulations for designated programs.
  • Ensures program staff attends all required training.
  • External audits will have zero findings.
  • If internal audits result in findings, an appropriate plan of action will be implemented.
  • Develops and maintains accurate reporting systems of outcomes and services.
  • Ensures required documentation and reporting are accurate and timely.
  • Develops and maintains a compliance management system that ensures all designated programs are compliant with their respective regulations.
  • Analyzes operating trends; streamline, grow, expand into other markets.
  • Identifies appropriate levels of resources and talents to meet objectives.
  • Updates job knowledge by participating in educational opportunities and reading professional publications.
  • Responsible for all personnel actions with positions supervised, including hiring, evaluating and discharging when necessary. The President/CEO is consulted before terminations are performed. Provides for the growth and development of these staff, through on-going training.
  • All other duties as assigned for the general benefit of the agency. Some of these other duties for the general benefit of the agency may be considered non-essential to the position.
