What are the responsibilities and job description for the Program Analyst (Policy) position at Government of the District of Columbia?
This position is located in the Department of Employment Services (DOES), Office of the Director. The mission of DOES is to provide employment-related services for unemployed or underemployed persons so that they can achieve economic security as well as to provide income replacement services for workers unemployed through no fault of their own so that they can maintain their purchasing power and thereby contribute to the economic stability of the Washington Metropolitan area. This position will focus primarily on WIOA funded programs, policies, laws, and regulations.
Duties and Responsibilities
Provides authoritative advice on the implications of proposed, new, or revised policies, regulations, and legislative proposals. Prepares, reviews and edits, policy analyses, issue papers, fact sheets, talking points, and relevant agency materials and correspondence. Recommends and implements appropriate communication and dissemination strategies for consumption by the general public and agency stakeholders. Reviews and evaluates policies and legislation to determine the benefits and impact of any changes that may occur. This involves identifying positive elements as well as any flaws to the legalities of a policy. Gathers and organizes information from a variety of sources such as records, computer files, previous studies, and interviews, analyses information to identify issues and isolate problems, develops solutions and measurements of productivity and effectiveness for use by others, develops detailed briefings and reports of findings and recommendations, and convinces others to implement recommendations. Organizes and delivers briefings to present findings, solutions, and recommendations to managers, and prepares option papers and similar staff reports. Assists in laying the groundwork for new legislation and programs to fill existing needs or tackle future issues.
Assignments may involve drafting legislation, drafting policy, conducting independent research on federal policies, laws, and regulations. The planning of a single program to be carried out by various field organizations by identifying, collecting, and analyzing appropriate information, and presenting findings, devising new internal structures for an organizational component within a major office of an agency, department, or large office. Assures program goals, objectives, and operations are realistic. Prepares internal instructions, operating policies, procedures, guidelines, etc., concerning assigned program (s) and recommends required changes and adjustments to assure proper and adequate accomplishment of major program goals and objectives.
Qualifications & Experience
Experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Should have substantive knowledge of federal laws in including WIOA and relevant OMB circulars.
Law Degree or bachelor’s degree from an accredited four-year university in business administration, economics, finance, policy, project management, etc. preferred.

Operational Status: In-person reporting with flexible schedule options including telework based on position eligibility.

Salary: $77,649- $99,323; Based on qualifications and funding
Collective Bargaining Unit (Union): This position is not covered by a collective bargaining unit.
Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
