Position Summary

The Deputy clerk of the Board 1 and 2 manages the daily operation of the office of the Board of County Commissioners and provides executive assistance and administrative support.

This position is distinguished from other positions having the same or similar titles in that this position functions as one of the principal administrators for the legislative branch of County government. As such, the position is privy to confidential and executive session deliberations and decisions of the Board of County Commissioners. The position reports directly to the Clerk of the Board. Incumbent is given discretion, within the scope of policy and regulations, to make independent decisions with respect to all duties. Supervision of others is not a duty of the position.

Deputy Clerk of Board 1 is considered to be an entry-level position within the series.

Deputy Clerk of Board 2 is a highly professional position that requires incumbents to perform a wide range of duties. To be eligible for consideration for promotion to Deputy Clerk of the Board 2, incumbents must have four years of experience as a Deputy Clerk of the Board 1, complete advanced training from the International Institute of Municipal Clerks and obtain the Certified Municipal Clerk certificate. The successful candidate may be hired into either position based on their skills, certificates, and experience.


Essential Duties and Responsibilities

The following examples of duties and accountabilities illustrate the general range of tasks assigned to the position but are not intended to define the limits of required duties. Other essential duties may be assigned consistent with the general scope of the position. Employee must comply with all County and department policies, procedures, WAC’s, or other regulatory bodies.

  • General Administration: This can include a broad range of professional and administrative services such as the development and administration of comprehensive record systems for the Commissioners’ office; preparation of correspondence and management of incoming correspondence; authorizing purchases of supplies and materials and the payment of expenses; performing executive reception services including screening visitors and public requests as well as providing information on Board actions and procedures.
  • Clerk of the Board Support: The position serves as backup to the Clerk of the Board Commissioners. This function may include organizing and preparing Board agendas; taking minutes during official proceedings, assuring that all legalities are followed; scheduling and publicizing public meetings and hearings; preparing and posting public notices; and preparing the Board’s record of proceedings. The function also includes providing administrative services for several related boards and commissions.
  • Fiscal Administration: Assists in the administration of the departmental budget, as assigned; monitors and provides oversight for portions of the Countywide budget and manages the accounts payable, accounts receivable and payroll.

Required

  • High School Diploma or GED Certificate.
  • 18 years of age or older.
  • Minimum two (2) years of successful office experience.
  • Personal computer operation and administrative/office software applications.
  • Familiarity with the organization and functioning of county government and the laws and regulations of public hearings and public records.
  • Governmental budgeting and fiscal management policies and procedures.
  • Collaboration techniques and effective interactions with government officials, citizens, and diverse interest groups, including effective public relations.
  • Ability to establish and maintain an effective and professional working relationship with elected officials, department heads, employees, other agencies, and members of the general public.
  • Effectiveness in written and oral communication.

Preferred

  • Certified Municipal Clerk and/or
  • Five (5) years of experience working in Government/Public Sector

Working Conditions and Physical Requirements

The work of the position is carried out principally in an office and in meeting rooms, sitting most of the time. Employee may be exposed to office supply odors or vapors. The job may involve travel to meetings, usually within the State. The work may occasionally expose the incumbent to disgruntled citizens.
