JOB SUMMARY

The Director of Planning and Development Services (PDS) directs the Greater Salt Lake Municipal Services District’s (MSD) overall PDS operation. This position also serves as professional advisor to the Metro Townships’ (Members) and Town Planning Commission, Metro Townships and Town Councils. Salt Lake County and the Board of Trustees as it relates to planning and development functions.
MINIMUM EDUCATION QUALIFICATION
Master’s degree from an accredited college or university in Urban Planning, Public Administration, Engineering, Construction Management, Architecture, or other closely related fields, plus eight (8) years of related experience in a position of progressively more responsible experience including supervisor, management, leadership, budgetary or project management, of which four (4) years must have been supervisory; OR an equivalent combination of related education and experience. Education may not be substituted for the four (4) years required supervisory experience. AICP Certification is a plus. Preference may be given to applicants possessing qualification above the minimum.

Special Requirements

Must possess a valid Utah driver license.
ESSENTIAL FUNCTIONS

  • Provides leadership to code enforcement, short- and long-range planning, business licensing, building inspection and plan review to accomplish operational planning and development goals and objectives.
  • Develop, recommend, and implement policies and procedures necessary to the effective management and operation of PDS in alignment with the MSD’s Members strategic goals and requirements.
  • Create and implement General Plans(s) or other planning projects.
  • Advise management and Members of industry trends and legislative changes affecting policies and code, or emerging issues of significance to MSD and the Members’ success.
  • Define metrics and outcome measurements that will quantify performance against goals and establishes a system for obtaining and reporting those measurements.
  • Work closely with internal and external customers to evaluate the need and efficiencies of all MSD programs and services to enhance and streamline existing processes to improve all MSD programs and services.
  • Direct the preparation, justification, and administration of the department’s budget. Ensures that adequate fiscal controls are in place.
  • Manage, direct, and coordinate activities through managers and supervisors, which includes hiring, firing, promoting, orienting, training, assigning, and reviewing work performance, annual work performance appraisal and discipline.
  • Establish and maintain effective working relationships with internal and external stakeholders.
  • Represent the MSD and Members to community groups and the general public including evening and weekend meetings, events, and workshops.
  • Report events and activities to senior management and elected and appointed officials.
  • May solicit and negotiates grants, contracts, and non-MSD or Member funding opportunities; oversees the management of said funds.
  • Evaluate proposals to local governments for organization’s planning consulting services.

Knowledge of:

  • Theory, principles and techniques of the planning profession and development process
  • Federal, state and local laws, ordinances and codes pertaining to a wide variety of planning topics
  • Principles of personnel management, including supervision, training, and performance evaluation
  • Methods and techniques of research and analysis
  • Principles of budgeting and finance
  • Real estate terminology, laws, practices, principles, and regulations
  • Computer applications including Microsoft Office, database management and Internet applications
  • GIS programs and applications

Skills and Abilities to:

  • Effectively use persuasive leadership comfortable with all levels of staff, appointed and elected officials, public stakeholders, and others
  • Demonstrate advanced management skills and ability to manage day-to-day operations
  • Exhibit strong written and oral communication skills, including the editing, oversight or preparation of technical reports, and the presentation of information to government entities and various committees
  • Display interpersonal and public relations skills to work effectively with various officials, staff, citizens and other customers
  • Show strong organizational skills
  • Understand and manage high-profile, sensitive, or controversial political situations while maintaining neutrality and objectivity
  • Strong problem-solving and negotiation skills
  • Ability to exercise sound and independent judgment within general policy guidelines

  • This position requires work in a wide variation of conditions, from a typical office setting to field work. Must be able to attend evening meetings and some weekend events.
  • While performing the duties of this job, the employee is frequently required to sit, walk, move, talk and hear. The employee is occasionally required to use hands to finger, handle, feel objects, tools, or controls; and reach with hands and arms.
  • The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Job Type: Full-time

Pay: $94,789.00 - $146,937.00 per year

Schedule:

  • 8 hour shift
  • Monday to Friday
