EDUCATION/EXPERIENCE
Required:
  • Master's Degree in Special Education or related field
  • Special Education Director License
  • 5 or more years of experience in district-level special education administration
Preferred:
  • Previous experience in building-level administration
JOB DESCRIPTION
Summary/Objective: The Executive Director of Student Services provides visionary leadership in coordinating resources to support and enhance student learning, overseeing programs, policies, operations, and procedures related to school district support services. This role involves supervising and managing support services for students and staff, including special education and related services, early childhood programming, and mental and physical health services to ensure maximum effectiveness within the district's educational program.

Essential Functions:
  • Strategic Leadership and Planning:
    • Develops and implements strategic plans aligned with the district's vision and mission for student support services, focusing on best practices and sustainable procedures.
  • Special Education Management:
    • Directs and reviews the operations of the Special Education Department, including needs assessment, program development, and external audit compliance.
    • Oversees Individual Education Plan (IEP) development, placement procedures, and out-of-district student placements.
  • Compliance and Policy Oversight:
    • Monitors district policies to ensure compliance with state and federal laws and regulations related to student services.
    • Ensures legal compliance and superior program services for eligible students, including private school services within district boundaries.
    • Manages all legally-required reports and records, including special education student progress reports and state reporting/documentation.
    • Coordinates and develops 504 policies and procedures related to student accommodations.
    • Maintains knowledge of legislative and Department of Education requirements for student services and interventions.
  • Program Development and Evaluation:
    • Develops, implements, and evaluates programs, policies, and services under the Office of Student Services.
    • Supervises and coordinates Early Childhood Programs for students with special needs and Universal Preschool.
  • Stakeholder Engagement and Communication:
    • Maintains effective collaboration with parent groups, staff, community agencies, and professional organizations concerning special education.
    • Facilitates parent education and outreach activities to foster positive partnerships.
  • Budget and Resource Management:
    • Develops and manages the Office of Student Services budget, state and federal grants, and Medicaid reimbursements.
    • Coordinates staff development and training for Special Education and certificated staff.
  • Professional Guidance and Support:
    • Provides purpose, technical direction, and advice on grant issues and legal compliance to administrators and instructional staff.
    • Offers guidance on IEP implementation and compliance processes.
    • Keeps abreast of curriculum innovations and learning theories to modify and improve student programs and services.
    • Provides and oversees staff development for Special Education and related staff.
  • Student Transition and Support Services:
    • Coordinates student transitions within the Special Education program and oversees behavioral support programs and services.
    • Manages crisis intervention services and risk assessments for students as requested.
  • Collaboration and Coordination:
    • Collaborates with external agencies, including the Colorado Department of Education, North Range Behavioral Health, and other community organizations to meet district student needs.
    • Coordinates therapy services and Home and Hospital programs for students requiring special accommodations.
  • Personnel Management:
    • Assists in personnel functions such as interviewing, evaluating, and counseling staff to maintain adequate staffing and enhance productivity.
    • Provides administrative guidance to ensure compliance with Board policies and state/federal regulations.
  • Conflict Resolution and Oversight:
    • Oversees disability-related complaints, mediation, and due process hearings (Colorado Department of Education and Office of Civil Rights) to ensure fair and appropriate resolutions.
    • Supervises and monitors student discipline procedures and behavior expectations within the district.
  • Supervises and Supports the Director of Student and Staff Support as they:
    • Design a program and action team to respond to critical needs of students and staff.
    • Support student behaviors, mental health services, District 6 Behavior Support Team.

  • Prefers a work environment where flexibility, ability to deal with conflict, a high tolerance for stress, an ability to quickly internalize information and make informed decisions, and long hours are a part of the assignment.

Supervisory Responsibilities: Supervises Directors of Special Education, Director of Student and Staff Support, Health Services Coordinator, and other staff.

Work Environment/ Physical Demands: Ability to sit for long periods, handle numerous distractions, visual, auditory and ambulatory acuity are important. Occasional lifting of up to 30 pounds.

Travel: Regular in-district travel and periodic out-of-district travel required.
