Who We are Looking For:
Groundswell is seeking a talented, dedicated, and motivated Director of Strategic Capture and Proposal Operations to lead and direct strategic capture efforts across the organization to support the entire growth lifecycle. As a core member of this Strategic Capture and Proposal Team, you will play a valuable part in leading a best-in-class proposal organization supporting high priority, high value proposal opportunities. This executive leader must thrive in an environment where they understand how and when to match their staff to support the full proposal life cycle across multiple simultaneous pursuits and proposals. What You'll Do:
Build solid pipeline for high priority capture initiatives
Monitor and understand the Groundswell pipeline and prioritize requests for resources.
Create workforce and staffing plans for capture and proposal team to ensure efficient use of resources. Ensure staff are focused on Groundswell priorities and performing at their highest potential.
Monitor budget and develop and implement strategies to create efficiencies in process, spend and leverage of consulting support
Monitor and report on the performance of capture and proposal staff to ensure the staff is meeting goals and objectives
Interact routinely with all levels (including executive leadership) to prioritize captures and resource appropriately.
Provide strategic and tactical direction regarding various business systems and tools
Support overall strategic planning and data calls related to proposal and capture activities (e.g., metrics for awards, submits, and pipeline).
Conducts Lessons Learned for all major pursuits - document lessons learned and identify necessary adjustments to proposal technique, strategy, and actions.
Advance understanding and implementation of the capture/proposal process and gather and share issues with and ideas for improvement.
Participate in business planning activities, to include weekly staff meetings, pipeline reviews, and opportunity reviews
Conduct after action reviews for all business opportunities, document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
Mentor proposal staff in the capture/proposal management process
Required Qualifications:
Bachelor's degree in a related field
15 years' experience leading large, complex strategic capture efforts
Extensive knowledge, experience, and success in supporting winning captures of large-scale opportunities.
Excellent written and oral communications skills to include experience briefing executives
Experience capturing business across a diverse set of customers to include DoD, CCMD, and Federal Civilian Agencies
Demonstrated ability to capture business that result in new markets and customers served
Understanding of FEDSIM acquisition practices and experience leading andwinning FEDSIM pursuits
Demonstrated experience developing and executing strategies that improve PWin and pricing
Best practices and process efficiency established to produce proposals at scale with the ability to customize responses as necessary
Must be a US citizen with ability to obtain/maintain a federal government security clearance
Hybrid role that may require a few days on-site in our Mclean, VA headquarters and for major proposal and capture meetings
