GENERAL STATEMENT OF DUTIES
Manages accounts payable, payroll, various accounting functions for the County's Finance Department.
 
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for centralized accounts payable, payroll, and various other accounting functions.  Emphasis of the work is on supervision of accounting staff.   Special assignments are typically received from the Director or Deputy and the employee is expected to function independently to accomplish projects or assignments without specific instructions.  Work is supervised by the Director or Deputy and is evaluated on the basis of attainment of individual performance objectives.  Work will also need to meet professional standards as it is subject to regulatory review by the Local Government Commission through County Comprehensive Annual Financial Report (CAFR) and other state reporting as well as the Government Finance Officers Association via their issuance of the Certificate of Achievement for Excellence in Financial Reporting to the County.
 

DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks

  • Supervises accounting staff in accounts payable, payroll, and various accounting functions including daily, monthly and quarterly reports, reconciliation of accounts, and filings; assigns duties, controls work flow, conducts performance evaluations, provides individual and group training, and makes recommendations regarding the compensation of employees as well as transfers, suspension, discipline, or removal when necessary including the adjustment of employee grievances and complaints.
  • Assist in the preparation and review of information for the Comprehensive Annual Financial Report, Indirect Cost Plan, Bond Rating Reports and similar reports.
  • Supervises fiscal year-end processes by coordinating the activities submitted by County departments in order to close the accounting year and produce the County's FYE financial reports.
  • Responsible for reviewing journal entries, budget entries, and all manual input into the financial system and various sub-system interfaces.
  • Reviews various daily and other financial reporting system reports for accuracy of data.  Coordinate corrective action as needed, and perform maintenance as needed.
  • Maintains County accounting records in concert with the Financial Planning and Reporting Manager and Cash and Debt Manager; reconciles various accounts to the general ledger; reviews daily reports and approves corrections.
  • Completes special projects as assigned by the Board and/or County Manager through the Finance Director including special projects internal to the goals of the Finance Department.
 
RECRUITMENT STANDARDS
Knowledge, Skills and Abilities
  • Advanced knowledge of governmental accounting principles, guidelines, laws and regulations sufficient to plan, organize, and manage the work of professional, technical and clerical staff engaged in accounts payable, payroll functions, and general accounting.
  • Considerable knowledge of N.C. General Statute 159, Local Government Budget & Fiscal Control Act, Guilford County Budget Ordinance and Amendments, and Federal & State laws applicable to payroll, bank deposits, tax withholding laws, and related regulations.
  • Knowledge of various ERP system operations including accounts payables and receivable system, payroll, general ledger.
  • Knowledge of county policies and procedures including but not limited to:  purchasing, purchasing card, travel guidelines, petty cash, etc.
  • Ability to use a personal and networked technology and office equipment sufficient to perform calculations, use e-mail and word processing communications, design and maintain complex financial spreadsheets and presentations, and prepare assignments on major reporting projects.
  • Ability to organize, manage, and communicate effectively to manage the work of others, provide information, and/or comprehend requests.
  • Ability to interpret and apply generally accepted accounting principles, guidelines, laws and regulations.
  • Ability to coordinate processes with other members of the department to deliver a consistent and reliable services and products.
  • Ability to lead assigned staff to create effective cohesive working teams.
  • Ability to make decisions independently sufficient to perform all the essential functions of the job.
  • Ability to analyze and evaluate a financial problem and solve or make alternative recommendations involving special projects for the Board or Manager as well as recognizing and correcting problem situations throughout the year.
  • Ability to collaborate with departmental staff to communicate in writing with county staff and system users on new or revised system and business procedures.
  • Ability to effectively communicate with individuals and groups and discuss or explain complex financial data or requirements in terms they can understand.
Minimum Qualifications
  • A Bachelor's degree in accounting or finance from an accredited college or university at time of graduation.
  • A minimum of three years professional accounting management experience.
  • A minimum of one year in a supervisory capacity, with an emphasis on payroll and accounts payables.
  • Proficient knowledge of GASB
Preferred Qualifications
  • A Certified Public Accountant (CPA)
  • A Master of Business Administration (MBA) with a concentration in accounting
  • Five years in governmental accounting
  • Knowledge of MUNIS ERP software system

Physical Demands

No unusual physical demands.  Work does require high levels mental concentration to examine accounting and financial data as well as perform extensive use of computer technology and office-based applications such as spreadsheets, word processing, and database programs.  Periodically requires the packing and moving of printed reports.  Work activities require life functions such as reaching, walking, standing, talking, grasping, fingering, and repetitive motions.  Work effort is considered as "light" and is defined as exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Working Conditions

 Normal office environment and not subject to significant changes in temperature or humidity.

May Require Driving 
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions.   Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
