GENERAL STATEMENT OF DUTIES
Performs administrative and operational management support work including ordering, maintaining, and disposition of the county's fleet of vehicles.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this position is responsible for assisting the LWE/Administrative Programs Manager in the operational management support of all vehicles and equipment associated with the county's fleet of 580 vehicles. The position prepares specifications for all vehicle purchases, and maintains vehicle records including billing maintenance history and damages. This employee also authorizes vehicle repairs in the most cost effective manner, and coordinates accident related issues, reports them to risk management. Also notifies appropriate staff of authorized repairs and schedules the same. Work includes the preparation of a budget for vehicle purchase and maintenance, working with departments to determine vehicle needs; determining if requests for vehicles are allowed in County policy; overseeing the maintenance of vehicles, and disposing of surplus vehicles, overseeing the installation of radio and other equipment. Work also includes the maintenance of a comprehensive vehicle database that tracks all activity pertaining to the vehicles. Work is performed under the general supervision of the LWE/Administrative Programs Manager.
DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks
• Recommends budgets for new vehicles.
• Prepares specifications on proposed new vehicles.
• Ensure vehicles are delivered to specification.
• Places new vehicles in service by overseeing the installation of radios, light bars, sirens, stripping, decals, etc.
• Removes old vehicles from service by overseeing the process of removing all equipment.
• Handles vehicle recalls.
• Manages the maintenance and repair process of the department's fleet through independent vendors.
• Reviews repairs made to vehicles to insure quality and necessity of work,
• Manages payment of vehicles repairs by assigning payment to proper budget code.
• Manages department radio inventory including portable and mobile radios.
• Manages accident reporting process to insure all paperwork is complete and repairs are made.
• Acts as liaison to county purchasing, finance, and vendors regarding orders, receipt of vehicles problem resolution and timely payment.
• Records and maintains Spillman Fleet Maintenance Computer Records.
• Performs related duties as required.
RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
• Considerable knowledge of vehicle maintenance and operation.
• Considerable knowledge of practice and use of emergency vehicles used in law enforcement.
• Considerable knowledge of a personal computer and related software.
• Ability to control expenditures within assigned budget. Ability to enter data accurately and administer a database.
• Ability to develop and maintain effective working relationships with county staff, vendors, other agencies, and the general public.
• Ability to respond to vehicle repair problems quickly and effectively. Ability to make good decisions.
Minimum Qualifications
Graduation from a two-year technical school or Community College with a degree in Automotive Mechanics or Technology, Diesel Vehicle Maintenance, Heavy Equipment Mechanics or Transportation Maintenance with five (5) years of progressive experience as a Vehicle Control Officer in a large equipment fleet, automotive or heavy equipment repair shop.
Physical Demands
Must be able to physically perform the basic life operational functions of kneeling, crouching, reaching, standing, walking, fingering, grasping, feeling, talking, hearing, and repetitive motions.
Must be able to perform sedentary work with light lifting occasionally.
Must possess the visual acuity to read and write handwritten and typed information and to view a computer screen.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
