Job Description
The Senior Information Technology Project Manager will be responsible for actively supporting and/or leading complex system and infrastructure projects or programs including the planning, management, and implementation of the assigned projects across the County Enterprise. This role will not only assist in creating critical project and program management deliverables (e.g. Project Charter, Project Plans, Critical Issues Log, Analysis, etc.), but will also be expected to support the teams in achieving priorities, goals and strategies with key stakeholders.  This position will report directly to the IT Project Management Office (PMO).
 
Essential Duties
  • Adhere to Gwinnett County ITS PMO project management standards and methodologies for technology implementations based on waterfall, agile or hybrid framework
  • Manage the planning, assignment, and execution of project tasks using Microsoft Project 2019 and other standard tools
  • Deliver projects in accordance with best practices for project delivery; executing any or all of the following:
    • Create and maintain key project artifacts throughout the project lifecycle
    • Development of project charter
    • Development of project plan and schedule
    • Provide consultation on operational and infrastructure requirements, standards, and configurations
    • Facilitate and document project status meetings
    • Distribute timely project status reports 
    • Apply strong skills and experience in issue resolution, influencing team members and other stakeholders, conducting difficult negotiations and managing to stringent timelines for project deliverables
    • Monitor, Identify and effectively mitigate risks to minimize impacts to project scope, schedule, costs or quality
    • Facilitate and document project closeout
 Other Job Requirements/Information
  • This job requires a public safety background check to include motor vehicle histories, criminal histories, credit check, and fingerprinting.
  • This job may require on-call rotation and emergency after hours, weekends, and/or holidays. 
Grade
The grade for this position is C45(1). Salary will be dependent on education and experience.
 
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
 
Minimum Qualifications
  • Bachelor’s degree in information technology, or a closely related field AND
  • Five or more years of professional, progressively responsible financial experience
    • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
  • Active Project Management Professional (PMP) certification
  • Valid driver’s license
  • In-depth understanding and practical experience managing projects using waterfall and agile development methodology principles
  • Excellent and very persuasive oral and written communication and executive presentation skills
  • Must be highly analytical and inquisitive with strong organizational abilities, keen attention to detail, and the ability to meet deadlines and goals
  • Ability to work in a team-based, continuous improvement environment; ability to deal with ambiguity
  • Ability to work independently with minimum supervision, work on multiple projects simultaneously, and adjust to changing priorities
Preferred Qualifications
  • Agile Certified Practitioner (PMI-ACP) or similar certification
  • 7 years of professional experience
  • Advanced knowledge of concepts, practices, and procedures in managing IT technology projects
  • Experience in a large government environment

To implement the Board's policy directives, the County Administrator uses a management team consisting of members of his immediate staff and 14 department directors. The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.
 
In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
