POSITION SUMMARY
The Staff Analyst performs professional work of varying degrees of difficulty and responsibility in preparation and administration of Agency budgets and account analyses as well as in the preparation and conduct of administrative, procedural and operational studies and analyses concerning the agency’s organization and operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Analyze budget to actual revenue and cost variances.
- Analyze current period to prior period actual revenue and cost variances.
- Assist in the preparation of the annual operating budget.
- Assist in the preparation of capital budgets.
- Update and maintain capital budgets in HUD portal.
- Organize and maintain general ledger accounts to ensure consistency and facilitate consolidated financial reporting and budgeting.
- Responsible for account analyses to ensure quality control over financial reporting.
- Responsible for analyses to assess operational effectiveness.
- Maintain capital asset and depreciation schedules.
- Analyze capital spending to ensure proper sources of funds.
- Participate in the preparation of financial forecasts in connection of asset repositioning including HUD Rental Assistance Demonstration (RAD), Streamlined Voluntary Conversions (SVC), other Low-Income Housing Tax Credit (LIHTC) and other real property development and mixed finance transactions.
- Review of partnership and not-for profit Federal and State tax returns.
- Identify areas and make recommendations for process improvement.
- Participate in the documentation of Agency policies and procedures.
- Perform other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
- Excellent verbal and written communication skills.
- Proficient with computer software, including MS Office, and general ledger software.
- Knowledge of enterprise-wide financial reporting systems – preferably designed and implemented for public housing and real estate.
- Knowledge of US GAAP.
- Experience in preparing capital and operating budgets.
- Familiarity with HUD rules and regulations and mixed finance transactions such as RAD/SVC/LIHTC.
- Ability to research and interpret Federal, and State laws and tax regulations.
- Ability to work independently within the framework of policies and procedures.
- Establish and maintain effective working relationships with employees and the public.
- Receive and handle information in a confidential manner.
EDUCATION AND EXPERIENCE
- Bachelor’s Degree required; Accounting or Finance preferred.
- One to three years of experience in budgeting or accounting required, preferably in the areas of public housing, real estate or government.
- A CPA or experience working in Public Accounting preferred.
- Experience in the implementation of integrated finance systems preferred.
