Halifax Health is seeking a Supply Chain Bussiness Manager for the Purchasing/Supply Chain Services Department.
Summary
The Director, Strategic Sourcing is responsible for all sourcing and contracting activities related to assigned goods, equipment and services categories. This role will have oversight of the complete sourcing, procurement and contracting lifecycle for Halifax Health supply chain non-labor spend. Additionally, the Director, Strategic Sourcing is responsible for all operations related to the procurement lifecycle, including working with customers in requisitioning and procuring goods, equipment and services across the health system. The Director, Strategic Sourcing, will seek to create mutually beneficial relationships with key trading partners and is responsible for evaluating these relationships on a regular basis. This role will be expected to access and use existing and new technology and analytics that support the use of business intelligence in sourcing and contracting decisions, as well as the evaluation of goods, services, utilized or that may be underutilized, customer service and trading partner relationships at Halifax Health. The position is responsible for managing staff in pursuit of its activities. The role must ensure administrative compliance with all applicable laws and policies
Job Qualifications
Masters degree in supply chain management in nursing, finance, analytics, business management or a related field is prefered.
- Bachelor’s degree required
Two or more years of professional experience.
Strong interpersonal, verbal, and written communication skills.
Proficient in Microsoft Office Suite (e.g. Word, PowerPoint, Excel).
Ability to manage competing priorities in a fast-paced environment.
Able to work cross functionally, inclusively and be able to influence others.
Experience in healthcare, retail or manufacturing.
Experience or working knowledge of supply chain management, finance, analytics or process improvement.
Working knowledge of data analysis and forecasting tools and ability to develop actionable insights from data.
Knowledge of sourcing process, negotiations, contracting, industry/trend analysis, metrics/measurement, etc.
Experience with RFP/RFQ development and execution using eProcurement tools.
Knowledge of Lean principles or Six Sigma.
Job Duties and Responsibilities
- Responsible for analytic reporting and forecasting to senior leadership based on supply chain expense trends, benchmarks, value and market changes. Provide support to the Financial Planning division including preparation of the annual operating budget.
- Supervises and manages the work of the Data Analytics team; Accountable for accurate and efficient purchase order workflow from approved order requisition to receipt and timely resolution of delays and/or unexpected logistical challenges
- Responsible to design, monitor and ensure sourcing and procurement system, item library, procedures and activities.
- Directs day-day monitoring, supplier and item library data management, and analysis and resolution of end user inquiries. Establishes guidelines and escalation criteria for routing of incoming inquiries in collaboration with others as required.
- Monitors all Sourcing and Procurement KPI’s, daily production levels associated with process improvement, lean daily management metrics for purchasing and sourcing teams.
- Works to track and support savings or other goals in line with the Supply Chain strategic plan and overall goals.
- Responsible for supply chain reporting, measuring and tracking of strategic goals, system integration, initiatives and key performance indicators against targets and benchmarks to provide updates to supply chain leadership including COO. Performs analysis of Halifax Health supply expense and trends to support financial health, quality and performance goals.
- Responsible for supporting the preparation of the annual operating budget; challenging assumptions to ensure validity and proactively seeking out opportunities for efficiency and cost savings.
- Evaluates the financial performance of existing programs and services. Compare preliminary projections to actual performance. Identify areas of improvement and lead group to develop corrective business plans. Present results and recommendations to senior leadership.
- Participates in the evaluating partnerships with external supply chain vendors through RFP evaluation management and business reviews.
- Tracks Minority Vendor spend and develops reporting for Senior Leadership
- Creates staffing justifications and job descriptions to ensure departments are adequately staffed. Responsible for FTE budget approval requests to ensure budget compliance and be quick to hire. Participate in the recruitment process.
- Exhibit a high level of business and financial acumen to develop meaningful business recommendations.
- Can summarize analyses, findings, and recommendations in a variety of presentation formats for Senior Leaders.
- Supervises and provides training and technical assistance to in-house department users to help ensure smooth workflow and develop employee skills.
- Helps troubleshoot departmental application system problems and assists in resolving these problems under the technical direction of information technology staff.
- Assists information technology staff in conducting briefing and training sessions to acquaint departmental management with proposed automation projects.
- Assists departmental staff in preparing queries and reports from application systems.
- Confers with departmental administrators and the Department of Information Technology to identify functional requirements relating to information management, communication, operational needs, etc.
- Works as intermediary between Information Systems and MM to troubleshoot equipment problems.
- Manages MMIS policies and procedures for the department and for the entire organization
- Conducts training for MM users throughout the system
- Manages all Mobile Supply Chain program including configuring and troubleshooting problems with the handhelds.
- Perform other duties as assigned.
