NATURE OF WORK

The Property Manager (PM) is responsible for leasing of vacant apartments, enforcing lease violations, property conditions (curb appeal), handling resident complaints and ensuring compliance with the U.S. Department of Housing & Urban Development (HUD) and other local and state regulatory requirements. In conjunction with the Maintenance Superintendent, the PM will provide oversight financial for the efficient and effective operation of the properties. The PM will also have oversight employee and resident relations, along with all work orders to ensure vacancy turnover while maintaining a high occupancy rate.

The Property Manager will provide supervision, direct, train and evaluate the Assistant Property Managers to facilitate the achievement of strategic goals and objectives.

The PM will work closely with the contracted Police Officer from the City of Grand Island and take any appropriate action to protect the residents and property of HCHA. The PM will also work closely with the contracted Attorney and represent the agency in eviction court when necessary.

The PM will work closely with the Maintenance Superintendent, Contract Administrator, Resident Services Coordinator, Deputy Director, and Executive Director to ensure tenant well-being, contractor procurement, timely compliance with preventative maintenance schedules, and safety/security issues.

The PM will provide input on long range planning which affects Public Housing, Tax Credit, and any HCHA owned properties; furthermore, he or she will work to ensure all necessary changes are implemented within the various housing programs.

EXAMPLES OF WORK

  • Supervision of all Assistant Property Managers.
  • Ensure accurate reporting and compliance related to HUD and LIHTC with regards to housing occupancy, management, re-certification, EIV, MOR, and REAC inspections.
  • Responsible for building and grounds maintenance which should include regular inspections of the property.
  • Responsible for assessment of applicant qualifications and issuance of assistance or denial to applicant for all programs.
  • Complete lease-up process and verify that contractual paperwork is in order.
  • Provide technical expertise to tenants, applicants, and the community at large regarding various housing programs.
  • Stay updated on HUD regulatory and legislative housing changes.
  • Recommend updates to HCHA policies, procedures & paperwork to conform to the applicable regulatory agencies mandated changes and other regulatory changes made by the local, state, or federal government.
  • Make TAR adjustments to rent/charges.
  • Responsible for the supervision of leases, move-ins, transfers, and/or move-outs.
  • Responsible for the supervision of M/O inspections and charges.
  • Will issue 30, 14-day notices and rent calculation.
  • Establishes re-payment agreements with tenants.
  • Approves tenant electronic funds transfers, late rents, and utility allowances.
  • Meet with tenants/applicants to hear property, lease, or other concerns.
  • Approve invoices and charges related to the management of properties.
  • Approve time off request for assistant property managers.
  • Ensure compliance of Actively Affirmative Housing Policies, Personnel Policy, Sexual Harassment Issues and Safety Policy.
  • Responsible for the assurance of rent collection and accounts receivable balances.
  • Will monitor, apartment turnover, property conditions, work orders and their timely execution.
  • Provides input for purchasing necessary materials and contracting services necessary for proper upkeep of all facilities and grounds
  • Will work with maintenance staff to notify the need for preventative maintenance and maintenance systems repairs.
  • Tracks work order costs and time as necessary to ensure all programs are charged appropriately.
  • Help the Maintenance Superintendent keep maintenance shops, boiler rooms and storage facilities in neat and clean condition.
  • Maintain grounds and common areas to HUD UPCS standards.
  • Other tasks as assigned.

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES

  • Three years’ experience managing 5 or more staff.
  • Five years’ experience managing Public Housing, LIHTC or any other subsidized affordable housing program.
  • A college degree in Business, Public Administration, or a related field.
  • Certified Public Housing Manager (C-PHM) from NAHRO or Nan McKay
  • Ability to interact tactfully and courteously with tenants, landlords, vendors and the public.
  • General knowledge of the Landlord / Tenant state law, local housing codes, applicable HUD, and HCHA policies and procedures
  • Above average knowledge of computer hardware and software
  • Ability to communicate and educate tenants, staff and the general public about the Public Housing Program

MINIMUM QUALIFICATIONS

  • Some management experience or experience in related field or a two-year college degree in an applicable field or a combination of these qualifications
  • Valid Driver’s license and a good driving record
  • The ability to comprehend and educate others about the Public Housing Program.
  • Ability to learn & comprehend the Public Housing Program, HUD regulations, USDA regulations, IRS Section 42 regulations local & state laws and Uniform Physical Conditions Standards (UPCS)
  • Ability to work on a computer and use various software packages including housing specific software (currently HAB)
  • Belief in the HCHA Mission of providing affordable housing to those in need.

Job Type: Full-time
