General Description:  The professional applicant will provide one-on-one end-user service to resolve computer and computer related issues. Assists in the delivery, inventory and set-up of workstation hardware, software, peripherals and diagnoses and resolves computer and local printer problems, PC hardware problems, e-mail, Internet, and local-area network access problems. Coordinates timely repair of equipment and outside work orders and provides guidance for technology issues for staff and personnel, and provides a law enforcement perspective on information technology initiatives.

Organization:  The IT Systems Engineer - LE position is part of Hanover County’s Career Development Program (CD). The IT Systems Engineer Ladder has four (4) levels: IT Systems Engineer I, II, III and Senior. This position reports directly to the IT Project Manager and supervises no staff.

Essential Functions:

·         Performs problem-solving and analysis, including incident management, problem management, and root cause analysis.

·         Systems implementation and systems management. Has working knowledge of information technology standards and protocols and applies these to develop appropriate solutions.

·         Manages work and priorities and utilizes project management practices.

·         Stays current in information technology developments which could impact the Sheriff’s Office.

·         Maintains setup and maintenance of Application Security (User profiles and menus).

·         Performs user training and Application Support.

·         Maintains and troubleshoots all cellular applications utilized by the Sheriff’s Office to include Android/Apple platforms.

·         Troubleshoots hardware and software problems.

·         Determines user needs and development of procurement.

·         Tests new applications and/or upgrades.

·         Budgets, procures, and implements new/replacement hardware and software.

·         Maintains automated inventory of all hardware, software and informational databases.

·         Vendor management. Works closely with vendors to develop solutions that meet the needs of the Sheriff’s Office; effectively escalate and resolve issues with vendors. Gain strategic insight from vendors.

·         Performs quality control of data (e.g. deletion of records).

·         Conducts audits as needed to ensure accuracy of data and information.

·         Serves as a liaison between the Sheriff’s Office and the Information Technology Department.

·         Performs related work as assigned. 

·         Ability to locate, apply, write, follow-up and report out on a grant process.

·         Ability to effectively communicate on multiple levels.

·         Develops and manages appropriate documentation.

·         Manages personal growth and development.

Knowledge, Skills and Abilities:  Ability to analyze user needs, report findings, and provide recommendations with minimal direction, required.  Effective oral and written communication skills.  Must have in-depth knowledge of computer systems Law Enforcement Records Management Policies and be familiar with Incident-Based Reporting.   Skill to administer a Local Area Network in a Windows environment.  Proficient in the utilization of Microsoft Office Applications and records management policies and able to conduct training in the use of utilized systems. Knowledge of video and video editing hardware/software is preferred.

Education, Experience and Training: Four years’ college education required with a Bachelor’s degree in Information Systems, Computer Science or related field preferred.  Three years of relevant experience preferred. Network experience and background in Law Enforcement Information Systems preferred. – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the required knowledge, skills and abilities is acceptable.

 Special Conditions:

·         Comprehensive background investigation to include fingerprinting and polygraph.

·         Valid Commonwealth of Virginia Driver’s License.

·         Twelve-month probationary period.

·         Serves at the will of the Sheriff.

·         Work beyond normal work schedule.
