Harbor Regional Center (HRC) provides quality services, support, information, and choices for people with developmental disabilities and their families, to promote their participation as valued neighbors in our communities. HRC serves over 18,000 people with developmental disabilities of all ages, and their families who reside in the South Bay, Harbor, Long Beach, and southeast areas of Los Angeles County. HRC provides assessment and diagnosis, individualized planning, service coordination linking people with services, assistance in finding and using community services, and purchase of services identified in the individual plan. HRC is a private nonprofit corporation funded through a contract with the State of California Department of Developmental Services.
The current total amount of HRC’s contract for the fiscal year ending June 30, 2024 is $406 million ($55 million for Operations and $353 million for Purchase of Service, offset by $2 million in Other Income). Operations funding covers salaries and benefits for over 450 employees; facility rent and maintenance of HRC’s Torrance main office and campus, and satellite office in Long Beach; and other operating costs. HRC utilizes Purchase of Service (POS) funding to purchase services and supports for the individuals we serve through a network of approximately 1,800 service providers, managed by HRC’s Department of Community Service. Other Income consists of funding from sources other than the DDS contract. Previously HRC was the representative payee for a number of our clients who receive SSI and other Social Security benefits. We have transitioned to third party representative payees; however, we continue to monitor and provide technical assistance.
Job Description
Under the direction of the Chief Financial Officer (CFO), the Controller will lead all day-to-day Finance operations and supervise the Accounting team. The Controller will ensure that HRC has the policies, procedures, and systems in place to support effective program implementation. The Controller serves as a resource to the organization on finance and accounting best practices. This role is responsible for the accurate and timely financial reports including monthly reimbursement claims as specified in HRC’s contract with DDS. The Controller is the point person and manages external audits including the annual independent audit and DDS biennial audit. The Controller is responsible for regulatory compliance and deadlines associated with 1099 production and the production of the 990 tax return.
The Controller will manage the Accounting Team consisting of five (5) direct reports, including the Assistant Controller. Eleven (11) staff report to the Assistant Controller. The Accounting Team is part of the Administration department along with Information Technology and Facilities.
Examples of responsibilities and functions include the following:
- Responsible for maintaining the general ledger and any necessary subsidiary ledgers for HRC’s general fund and the Harbor Help Fund (donations);
- Coordinate all audit activity and ensure the successful completion of tax filings;
- Collaborate with the CFO on monitoring and forecasting POS expenditures and on the annual budgeting and planning process for Operations;
- Consistently analyze financial data and present reports in an accurate and timely manner; monitor progress and changes and keep senior management abreast of the organization’s financial status;
- Oversee the timely and accurate preparation of payroll and completion of all payroll and benefits activities;
- Coordinate and supervise the monthly and year end close procedures, including submission and tracking of monthly claims reimbursement;
- Primary contact with the bank on all banking related matters; oversee bank reconciliations;
- Manage organizational cash flow forecasting;
- Support the CFO in engaging the Board’s Audit and Retirement Committees, providing information and recommendations;
- Oversee the fixed asset inventory in collaboration with the Facilities Manager and Director of Information Technology;
- Work closely with other departments and service providers as required to facilitate efficient and effective operations, including the Department of Community Services regarding provider rates and POS processing; and
- Perform other duties as assigned.
HRC is one of twenty-one (21) regional centers under contract with DDS. The regional centers currently utilize an IBM AS/400 accounting system required by the state. Service providers are required to submit invoicing and attendance information to the regional centers through the Electronic Billing and Payment System (eBilling).
Minimum Qualifications
Education and work experience:
- Bachelor’s degree in accounting or business administration;
- At least five (5) years of experience in relevant finance positions of increasing responsibility, preferably in a nonprofit organization;
- Strong knowledge of GAAP and internal controls;
- Experience coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, and payroll.
Knowledge/skills:
- Ability to draft, interpret, apply and explain regulations, policies and procedures;
- Excellent leadership and organizational skills, project and time management;
- Ability to communicate accounting concepts to individuals at all levels including finance and non-finance managers;
- Advanced knowledge of Excel and ability to utilize Microsoft Office applications;
- Technology savvy with knowledge of accounting software and reporting systems;
- Must be able to work occasional evenings.

Starting Salary Range: $100,173 - $111,488 Comprehensive benefit package is also provided.
