Nature of Work

This is responsible technical work at the experienced level inspecting subsidized rental units and Section 8 residential structures for conformance with Housing Quality Standards and INSPIRE conformance after October 1, 2024. The inspector works closely with Program Eligibility Analysts, landlords, and tenants, providing accurate timely responses and information. Work is performed under the general supervision of the Director of Housing and Community Services. Performance evaluation is based on review of reports and spot inspections.

Examples of Duties

  • Plans and executes rental unit inspections; conducts housing inspections and determines HQS/INSPIRE compliance.
  • Develops and maintains positive working relationships with property owners/managers.
  • Maintains inspection reports and daily logs of work performed.
  • Advises owners/managers on methods to correct deficiencies to meet Program Housing Quality Standards and/or INSPIRE and negotiates compliance dates.
  • Monitors corrections of any HQS/INSPIRE deficiencies.

Minimum Qualification Requirements

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of housing inspection techniques, procedures, and practices; working knowledge of Housing Quality Standards, working knowledge of INSPIRE.
  • Ability to organize and expedite workload; to express ideas orally and in written form; to write concise reports and correspondence; to communicate effectively with property owners and tenants; to establish and maintain effective working relationships with fellow employees, tenants, and owners; to diagnose and analyze housing conditions.
  • Ability to communicate in writing and verbally (including via the telephone).
  • Physical dexterity and stamina required as consistent with inspections of dwellings; including the ability to gain physical access to difficult areas; climb a ladder/stairs; crawl; bend; stoop; stretch and stand and walk for prolonged periods of time. Ability to lift medium-weight objects on occasion; to push/pull track style files and to drive a county vehicle while conducting some assignments.

EDUCATION AND EXPERIENCE:

Graduation from high school, vocational-technical school, or possession of a GED certificate AND two (2) years trades experience.

Must have INSPIRE certification.


LICENSE:

Possession of a valid Class “C” non-commercial driver’s license with no more than three (3) points. Please be advised this position requires a valid driver’s license. Your application will not be considered if you fail to include the full driver’s license number on this electronic application.
