JOB SUMMARY
The purpose of this entry level position is to perform basic analysis and technical research necessary to support services and functions horizontally across the division sections and to act as a liaison between appraisal disciplines and the Information Technology Divisions. Task include creating and maintaining manuals, documents, and forms for division. This position administers, researches, and corrects problem accounts within the division. Support appraisal operations division activities through problem solving and proactive management of workflow development. Work effectively on multiple assignments with supervision oversight.

General Responsibilities (Broad responsibilities that are consistent across job families)*
Provide assistance to general public and HCAD employees by researching to resolve problems from both the public or internal sources and or coordinate problem resolution.
Perform data entry using departmental software.
Assist management and staff by gathering data to assist work processes for build reports.
Create and or facilitate processes and workflows within the sections.
Coordinate and or create manuals, documents, and reports for the division.
Research and resolve problems.
Present information clearly and concisely, making effective use of grammar, spelling, math and punctuation.
Performs other duties as assigned.

Technical Responsibilities (Division specific responsibilities)*
APPRAISAL OPERATIONS DIVISION:
Provide assistance with supervision to general public and HCAD employees by learning and helping to develop strategies to deliver effective and factual communication regarding HCAD policies, procedure and property tax laws affecting both the property owner and HCAD.
Help communicate (with supervision) procedures and important deadlines for action.
Help coordinate (with supervision) the division’s appraisal procedures by helping to perform some appraisal work including research, quality of work and public relations.
Learn and help prepare audit weekly, monthly and yearly reports with supervision.
Assist (with supervision) in maintaining HCAD database by operating a PC with the Window’s operating system.
Help other project analysts to coordinate team to compile and present certified estimates to the jurisdictions.
Assist (with supervisory input) in responding to data requests from internal and external sources.
Learn to/help coordinate (with supervision) compliance reviews of the division appraisal process.
Assist in reviewing systems change requests submitted by appraisal divisions, with supervisory input.
Help to ensure organizational efficiency by assessing priority of need and verifying with more experienced project analysts.
Help to resolve alleged valuation deficiencies, with supervisor input.
Learn to/help respond to requests for information to be used in the annual property value study (with supervision), and learn to assist divisions in the property value study appeal process.
Performs (with supervision) data analysis in support of projects using SQL
Learns to analyze and develop processes and practices associated with new HCAD or legislative initiatives

Minimum Requirements
EDUCATION REQUIREMENTS
Required: Bachelor’s degree (Accounting, Business or Finance Preferred)
Registered Professional Appraiser License or RPA equivalent

WORK EXPERIENCE*
Minimum of 1 year(s) of appraisal experience
Working knowledge of HCAD’s computer system

PHYSICAL & MENTAL REQUIREMENTS*
Positions in this class typically require repetitive motions, walking, talking and hearing. Must be able to sit or stand for extended periods of time with ability to reach, bend and move up/down on steps. Must be able to lift up to 50-pounds. The position requires considerable concentration, creativity and ability to manage time effectively. The position is subject to stress caused by a changing public environment, mandatory deadlines and heavy workload. Requires the ability to ask questions that will bring forth the information needed to make sound decisions.
