The Harris County Precinct 2 Engineering Department is seeking an Assistant Project Manager to support with oversight of design and construction of a diverse precinct project portfolio that includes roadways, bridges, traffic signals, drainage improvements, parks, trails, sidewalks and facilities. This position will work under the direction of the Capital Improvement Manager.
The Assistant Project Manager will play an integral role in achieving Precinct 2's Revive2Thrive initiative. This position will help and assist with coordinating with various Harris County departments, various Precinct 2 departments, engineering and planning consultants, local community leaders and stakeholders.
Duties and Responsibilities:
Assists in developing administrative and operational plans in conjunction with the Department Assistant Director in order to accomplish project/program completion as efficiently as possible.
Assists in formulating the preparation of Capital Projects implementation strategy.
Assists with the implementation/management of projects and programs from inception to construction including estimating, planning, feasibility studies, preliminary engineering, and design and bidding phases; analyze critical paths and constraints, manage scope, and mitigate risks.
Assists in compiling construction data and coordinating with public, private, and franchised utility companies to expedite the relocation of utilities.
Assists in resolving construction related conflicts and disputes.
Assists in preparing budget input data.
Assists with preparing project status and performance reports.
Ensure proper and accurate financial reporting of projects directed.
Other Duties:
Performs related duties and fulfills responsibilities as required.

Education:
Bachelor’s Degree in Architecture, Civil Engineering, Engineering Technology, or Construction Management from an accredited university
Knowledge, Skills, and Abilities:
Ability to develop project portfolio status and performance reports
Ability to collaborate and build relationships with local partners, residents, and stakeholders
Excellent written and verbal communication skills.
Capacity to simultaneously work, in an organized and independent way, on multiple tasks and set priorities for a challenging workload.

Proficient ability to multi-task and effectively execute a range of precinct objectives and projects
Utilization of initiative, imagination, and independent judgment to develop and implement projects

Efficient in using Microsoft products such as PowerPoint, Publisher, Word, Excel, Outlook, etc.
Licensures:
Valid driver’s license (Texas by hire date) and a good driving record

Position Type and Typical Hours of Work:
This is a full-time position.
Days and hours are typically Monday through Friday, 8:00a.m. to 5:00p.m.
Hours may vary based on business needs of the department.
Work Environment:
This job operates in both office and field settings.
This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Noise level in the work environment is usually average.
This job also requires travel within Harris County to interface with community members, visit construction sites, and sometimes light labor work in support of field or emergency personnel.
Physical Demands:
This job would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.
This job will also require traveling to and walking around job sites, community centers, and office buildings.
Physical ability to perform job duties including walking, bending, climbing, and standing for extended periods of time
Ability to work in inclement weather and confined areas
Must regularly lift and/or move at least twenty (20) pounds
