Position Overview: The Budget Section is part of the Finance Department. Under the general supervision of the Deputy Chief Financial Officer, the Budget Manager will manage the day-to day operations, coordinate all activities and supervise all staff of the Budget Section. This includes the preparation and review of all budgets, forecasts, periodic reporting requirements, technical requirements and internal controls.
Duties & Responsibilities:
Assist Budget Section staff with the preparation and review of budgets, forecasts, contracts, analysis, routine and non-routine budget reporting
Participate and lead in monthly, quarterly, and annual budget presentations and budget initiatives with divisions and offices
Create, review, and revise all Commissioners Court related documents including letters, budgets, contracts and employee requirements
Provide adequate and appropriate budget and financial training for all staff at all levels
Supervise a team of budget analysts and mentor staff so as to prepare them to assume additional and more challenging responsibilities
Provide regular feedback to all staff related to current and new responsibilities and activities in the Budget Section, Finance Department and Harris County Public Health. Other duties as assigned.

Education:
Bachelor's degree in Business administration, Accounting, or Finance or related field
Experience:
At least one (1) year of experience with Oracle/PeopleSoft
At least five (5) years of budget management or related experience
Knowledge, Skills and Abilities
Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)
Proficient with Financial Information Systems (PeopleSoft)
Excellent communication skills (verbal & written)
Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment
Ability to maintain confidentiality when dealing with sensitive information
Ability to work well with public and staff members.

This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands:
This is largely a sedentary role; however, some filing is required. This would require the ability to lift files up to 10 pounds, open filing cabinets and bend or stand as necessary.
