The Harris County Elections Administrator (EA) is committed to serving Harris County residents by providing essential voter registration and election services in an equitable, accessible, secure, and transparent manner.
Th GIS Analyst/Lead supports the Voter Registration team of the Elections Administration Department by maintaining spatial data for voters, voting precincts, and local/state/federal level districts. Also creates and maintains maps of political subdivisions for Harris County, provides Voter Registration services to the public such as fulfilling map request, and work with outside entities and vendors as it pertains to Voter Registration and provides technical guidance to peers.
Duties and Responsibilities:
Interface with addressing agencies such as City of Houston, Center Point Energy, GIS, and USPS.
Develop and maintain GIS contacts with elections entities, Secretary of State and various entity engineering and law firms for the exchange of shapefiles needed by Voter Registration prior to and during all election’s cycles.
Create and maintain GIS mapping spreadsheets utilized in map creation.
Process telephone and email request from the public and other parties such as political campaigns, elected officials, and districts.
Document all maps created and sold or provided to private or public officials.
Provide management with documentation for review as requested.
Track, document and maintain time records for all approved map request, submit records to management for each map.
Provide general election information to the public including but not limited to the precinct number, polling location, dates/hours/locations of Early Voting.
Work on technical projects (spatial data, interfaces, custom maps, etc.) as requested by management.

Education and Experience:
High school diploma or GED equivalent from an accredited educational institution
Two (2) years of GIS experience
One (1) year team lead experience
Knowledge, Skills, and Abilities
Demonstrable technical experience with GIS systems with specific focus on the ESRI platform
Proficient in MS Office Suite and have good customer phone skills
Demonstrate communication skills, both orally and in writing
Ability to juggle multiple deadlines and initiates, which is a routine part of this role
Knowledge of English grammar, punctuation, and spelling
Prior experience as a lead of a small team

Position Type and Typical Hours of Work:
Regular Full time
Monday - Friday | 8:00 A.M. - 4:30 P.M.
May be subject to include holidays and weekends as needed
Must be available to work extended hours during elections or when otherwise needed
Work Environment:
Typically, an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level
This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines
Physical Demands:
Sedentary work with minor physical effort required, but may involve periods of standing, walking, bending, stooping, reaching, stretching, climbing, lifting less than 20 lbs or similar activities (e.g., filing, delivering, sorting)
Employment may be contingent on passing a drug screen and meeting other standards.
