Position Description

About Harris County Community Services Department:

This office is focused on addressing the housing, infrastructure and public service needs of the low to moderate-income community in Harris County. This is accomplished through a process of securing and managing grants from the U.S. Office of Housing and Urban Development (HUD) and partnerships with other government and non-profit agencies, resulting in a variety of programs, projects, and services.

Lending Analyst Overview:

The ideal candidate will process applications for eligibility determination, perform data analysis, and assist with closing real estate and home repair/construction transactions for Harris County Housing Programs including the Down Payment Assistant Program (DAP), Home Repair Program (HRP), Neighborhood Stabilization Program (NSP), Single Family New Construction and other housing programs.

Duties & Responsibilities:

  • Under the general direction of the Lending Services manager and working from policies and procedures, this dedicated full-time staff person's responsibility is to ensure:

  • That local, state and federal requirements are met

  • That all real estate documentation is accurate for each file processed

  • That plans are implemented to achieve weekly, monthly and annual performance metrics

  • That progress is closely monitored and necessary adjustments are made to ensure successful execution and achievement of goals.

  • The ideal candidate will have an analytical mind, excellent time management skills, great organizational skills, be technologically savvy and be committed to providing a high level of customer experience to both internal and external customers. The funding for these housing programs is provided by the U.S. Department of Housing and Urban Development via CDBG, CDBG-DR and HOME.

General

  • Supports Lending Services team, Housing Programs Division, HCCSD Business Units and other County departments in the execution of Program goals.
  • Learn and apply the principles of the Lending Services department guidelines, policies & procedures. Promotes Housing Programs administered by HCCSD.
  • Works with the public, co-workers and partnering stakeholders to complete the processing of applications In the allotted time period.

Administrative

  • Schedule interviews with program participants, coordinate expeditious signing or contracts, coordinate with inspectors for on-site visits and performs notary.

  • Handle affidavits, contracts, loan documents, and other legal documents

  • Maintain program hard & soft files, verifying compliance and documenting dally activities and communications.

  • Compose letters, forms and documents to support all housing programs.

  • Schedules and attends departmental meetings and field visits.

  • Check and respond to emails daily.

  • Complete all mandatory training within the required timelines.

  • Provide support to other administrative and professional staff.

Notary duties include but not limited to:

  • Complete the notarial certificate on all required documents
  • Verify the identification of contract participants
  • Be present when documents are signed

Eligibility Determination/Application Processing

  • Accept and process applications and supporting documentation to determine a client's eligibility for various affordable housing programs, including the DAP, HRP, NSP, AHPP and other housing programs.
  • Process loan applications: analyze client's eligibility based on credit, Income, assets end property condition.
  • Performs calculations to determine household Income in accordance with HUD, 24 CFR Part 5.609 Annual Income methodology, debts, analyze duplication of benefits and estimate financial award
  • Process applicant files from loan submission thru loan closing.
  • Manage assigned files including processing and adding applicable notes for all contact activities.
  • Counsel and advise participants in understanding program requirements (when necessary)

Data Management and Reporting

  • Accurately track daily activity and submit required daily, weekly, and monthly reports.
  • Actively work the pipeline daily, maintain accurate databases, and adhere to contractual and department timelines.
  • Implement plans to achieve weekly, monthly, and annual performance metrics, closely monitor progress and adjust as necessary to ensure successful execution and achievement of goals.
  • Assist with the implementation of online loan software applications.

Marketing/Communications/Training

  • Provide exceptional customer service by effectively communicating with and addressing the needs and concerns of all customers in a timely and professional manner
  • Maintain consistent verbal & written communication with program participants, internal staff & external county departments, homeowners, buyers, vendors, real estate agents, lenders, and/or contractors.
  • Assist with coordination of and participation in outreach and marketing efforts to Harris County service areas.
  • Assist with the creation of presentations, flyers, brochures, scripts, and videos.
  • Assist with the development of training materials and periodically perform training sessions.

QA/QC

  • Perform periodic QA/QC on hard & soft file documentation.
  • Assist with preparation for annual monitoring and audit visits.
  • Other duties as assigned.

Requirements

Education & Experience:

  • Bachelor's degree in Real Estate, Marketing, Business, Finance, or a related field
  • Two (2) years of mortgage lending experience or related fields such as Banking, Real Estate, or Title Company.

OR

  • Associate degree in Real Estate, Marketing, Business, Finance, or a related field
  • Four (4) years of mortgage lending experience or related fields such as Banking, Real Estate, or Title Company.

OR

  • High school diploma or G.E.D. equivalent
  • Six (6) years of mortgage lending experience or related fields such as Banking, Real Estate, or Title Company.

WITH

  • Advanced experience in mortgage lending or related fields such as Banking, residential Real Estate, or Title Company operations.
  • Experience with personal computer, online software, social media and virtual platforms (Windows, Excel, PowerPoint, TEAMS, ZOOM).

Licensure:

  • Valid driver's license (Texas upon hire)

Additional Requirements:

  • Commissioned Notary Public for the State of Texas required (Or ability to become a commissioned notary within 4 months of employment).

Knowledge, Skills & Abilities:

  • Working knowledge of HUD policies and procedures, or ability to acquire and apply applicable HUD regulations and program guidelines.
  • Working knowledge of the Down Payment Assistant Program (DAP), Home Repair Program (HRP) and Neighborhood Stabilization Program (NSP).
  • Good oral and written communication skills.
  • Ability to establish and maintain effective relationships with program participants, stakeholders and employees
  • Ability to plan, prioritize and execute complex and detailed tasks in a timely manner.
  • Ability to communicate with and relate to people with diverse backgrounds
  • Ability to work in cross-functional teams.
  • Ability to compose correspondence, write reports and maintain detailed tracking systems
  • Knowledge of general office practices and procedures.

Work Environment:

  • The work is performed in an office setting.
  • Must be comfortable with working towards achieving a paperless work environment; no special safety precautions are required.
  • The work is primarily sedentary with occasional travel required to client homes, training, outreach events and/or meetings.

Physical Demands:

  • This is largely a sedentary role; however, some filing is required. This would require the ability to lift files up to 10 pounds, opening file cabinets and bend or stand as necessary.

Employment may be contingent on passing a drug screen and meeting other standards.
