Recruitment Number 00058998-24127TY-0 Planner VI (Grants Management), SR-26, Position Number 00058998, Full-Time, Permanent, Policy and Planning Department, Planning and Program Evaluation Division, Planning Branch, Honolulu.The position supervises and participates in planning projects and manages the Judiciary’s grants management program.

Grants management duties include:
  • Manages the Judiciary’s grants management program and manages all grants-related activities.
  • Actively seeks grants and other external funding opportunities.
  • Maintains complete grant records.
  • Coordinates with programs to draft applications and related materials for proposed projects which further the goals of the Judiciary (this may include external funding sources beyond grants).
  • Assists in finalizing terms and conditions of grants/assistance awards to include costs, schedules, and oversight responsibilities.
  • Ensures compliance with grants and external funding agreements.
  • Continuous improvement of the Judiciary’s approach to grants management and compliance, and applying for and appropriately utilizing external funding.
Education Requirement:  Successful completion of a baccalaureate degree program. The overall training must demonstrate possession of ability to read and comprehend complex materials, write reports, organize work, express ideas orally, and use analytical methods and tools; and knowledge of human relations, English grammar, statistics, research methodologies and techniques (including sources of information).

The emphasis is on course content rather than on degree or course titles. The content of the education/training received must show that it provided the applicant an adequate academic background of knowledges and skills required for the class.

Progressively responsible experience in administrative, professional, technical, analytical or other responsible work which required the knowledge of and ability to perform research (which required statistics), organize work effectively, solve problems, write reports, speak effectively, and deal effectively with people, may be substituted for education on a year-for-year basis.

Specialized Experience:  Four and one-half (4½) years of progressively responsible professional planning experience which included the collection and evaluation of an extensive variety of physical, social, economic and environmental data, determination of public opinion and general community objectives and policies to obtain a comprehensive prospective of conditions and identify problems and opportunities in the area(s) of concern.

The experience must show, in addition to the aforementioned experience, actual involvement in and responsibility for: (1) the integration of such information including: the consideration of relationships among resources, facilities, services, needs and values for the development of policy options, alternatives for action, programs and priorities to meet goals and objectives for a given geographic area of concern; (2) advising and assisting agencies and administrators on planning concepts and methods, providing technical information and analysis for the formation of plans and programming of plans; and (3) formulation and presentation of plans and policy recommendations including alternatives and consequences of alternative actions to decision makers and at public hearings.

Such experience should demonstrate possession of the knowledge of general research sources and sources of environmental socio-economic information; research and statistical methods and techniques; report writing; governmental organization and functions; economic principles; the purposes, principles and practices of public planning; and the ability to apply statistical concepts and formulate, analyze facts and develop sound conclusions therefrom; speak and write effectively; deal effectively and establish rapport with officials of government and private organizations; and substantiate assumptions and to work under pressure.

Supervisory Aptitude:  Demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals of a supervisor indicating the possession of supervisory potential.

Substitution of Education for Experience:

(1) In addition to meeting the minimum educational requirement, applicants with a Bachelor’s degree in urban or regional planning from an accredited college or university shall be given credit for one-half (½) year of specialized experience.

(2) Master’s degree in architecture, civil engineering, ecology, sociology, economics, business or public administration, or a related field with emphasis in the application of research and analytical methods and techniques from an accredited college or university may be substituted for one and one-half (1-½) years of the required specialized experience.

(3) Master’s degree in urban or regional planning or a closely related planning major from an accredited college or university may be substituted for two and one-half (2-½) years of the required specialized experience.

(4) Successful completion of the certificate in planning studies in the Pacific Urban Studies and Planning program at the University of Hawaii supplemented by the Master’s degree curricula of participating academic departments and professional schools such as: Architecture (in urban and regional design), Economics, Geography, Political Science, Sociology, Public Health (in comprehensive health planning), Engineering, etc., may be substituted for two and one-half (2-½) years of the required specialized experience.

(5) Ph.D. degree in urban and regional planning or a closely related planning major from an accredited college or university may be substituted for three and one-half (3-½) years of the required specialized experience.
