TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties

Under the general supervision of the Assistant Superintendent of the Office of Curriculum and Instructional Design, the Educational Director:
  1. Instructional Enhancements and Innovation: Provide leadership and support for learning management systems, artificial intelligence, informational media, and computer science. Research and anticipate upcoming national and international trends to innovate programs for students, and provide applicable professional development for adults to support new ways of learning. Provide expert guidance empowering educators with effective strategies across disciplines as well as cultivating a culture of innovation that aligns with national standards and integrating technology.
  2. Digital Resource Leadership: Provide learning leadership and system support with a focus on student achievement and success. Offer high quality online digital courses through the Hawaii Online Courses program for schools to provide access for students to take courses not offered at their sites. Lead efforts on statewide implementation of digital implementation projects such as digital learning program licenses, tutoring, and new projects that arise. Collaborate with the Virtual Learning Center to design courses and curriculum in needed areas and to provide digital online learning options in emergency situations. Support system needs for efficiency and productivity through developing skillful use of technology.
  3. Extended Learning Program Support: Provide leadership, oversight, coordinate, monitor, and support co-curricular and extra-curricular programs including but not limited to the following: student activities and leadership in middle/intermediate and high schools; driver?s education and traffic safety education; high school athletics, and other co-curricular and extracurricular activities and special projects. Make connections to support student academic success and aspirations for future college, career, workforce, and community impact.
  4. Assessment, Data Analysis, and Accountability: Collect and analyze data in student participation, performance and outcomes to guide various programs? development and implementation. Utilize data to prepare reports and presentations to communicate program effectiveness and areas for improvement. Ensure compliance with any state or federal requirements that may impact programs. Focus on strategic plan and department initiatives to support well-rounded educational experiences for students.
  5. Stakeholder Engagement and Communication: Build trust and maintain positive relationships with community, parent, and educational organizations to foster collaboration and support for extended learning programs. Foster partnerships with various community, public and private entities for programs to support well-rounded education for all students. Engage and collaborate with other Department state offices to promote effective communication and implementation of programs and projects. Coordinate, review and prepare testimonies, reports and presentations to the Legislature, Board of Education, and Department in collaboration with other offices, Branch Directors, and/or assigned leads.
  6. Strategic Leadership and Operational Management: Strategically and systemically adapt to and shape change. Provide supervision and develop leadership skills in others by providing mentoring, coaching, and growth opportunities for educators and staff. Foster a positive work culture that encourages collaboration, effective habits of mind, innovation, and promotes continuous improvement, and ensure this in sections across the branch. Model reflection and integrity in decision-making processes and regularly examines actions to continuously improve while maintaining high ethical standards. Provide administrative oversight and leadership to the Extended Learning Branch, including budget development, allocation, and accountability. Manage efficient workflows and refine operations related to infrastructure and sound fiscal management of the Branch; assume overall fiduciary responsibilities for the Branch budget in coordination with the Administrative Service Assistant and secretaries. Effectively prioritize, align, track, and monitor resources to ensure equity in serving schools and complex areas statewide.
  7. Performs other related duties as assigned.


Minimum Qualifications

Education: Graduation from an accredited college or university with a master's degree in education with specialization in one or more subject fields appropriate to the area(s) of assignment.

Education Substitution: Graduation from an accredited college or university with a bachelor's degree in any field plus thirty (30) semester credits in education or related fields OR two (2) years of additional relevant professional experience.

Experience: Nine (9) years of responsible professional work experience in education of which four (4) years shall have been in teaching and five (5) years in curriculum or planning as appropriate, of which two (2) years shall have involved the supervision of professional personnel.

Desired Experience: Nine (9) years of progressively responsible job-related professional experience in the specialized area of responsibility or closely-related fields including five (5) years of teaching and two (2) years in the administration of curriculum or program development.

Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the areas of assignment; laws, rules, regulations and administrative procedures pertinent to the areas of assignment; research developments, trends and current issues or problems pertinent to the areas of assignment; principles and practices of supervision.

Desired Knowledge: Educational program goals and objectives; curriculum and instructional program development methods and techniques; principles and practices of public relations and budget preparation.

Ability to: Manage department-wide curriculum services or instructional support services programs; communicate effectively with others both orally and in writing; operate computer and other business machines; deal effectively with state, departmental and other officials to accomplish program goals; maintain awareness of developments in curriculum or program areas.

Desired Ability to: Plan, direct, coordinate, and evaluate the work of a professional staff through subordinate supervisory personnel; provide technical direction and guidance in curriculum and instructional program development; prepare comprehensive reports and make recommendations on the overall instructional services program planning and administration; analyze programs; and present and explain budgets to public officials and others.

Supplemental Information

SALARY RANGE: EOSR-10, $121,649 to $172,209.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $121,649.

NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.

WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employee's job is excluded from collective bargaining.
