TYPE OF APPOINTMENT ISSUED : This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment.

Probationary service credit and tenure are not granted for temporary appointments.

A WRITTEN EXAMINATION / ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Under the general supervision of the Information Technology Director of the Enterprise Architecture Branch, the Data Processing Specialist II :

  • Provides oversight of information security operations, projects, and initiatives including :
  • Project management and oversight of information security project implementations by (a) developing and implementing IT security standards, policies, and best practices;

b) creating and maintaining process documentation for security related processes; and (c) maintaining internal procedures for incident response and data security

  • Management and oversight for information security breaches and compromises by (a) selecting, deploying, and maintaining security related products;
  • b) leading routine procedures to identify security vulnerabilities; (c) facilitating periodic risk assessments, penetration tests, and vulnerability assessments;
  • d) providing technical advice and support for remediation (including patch management ensuring appropriate mitigations are implemented);

e) providing leadership with incident and resolution reports; and (f) researching, evaluating, and recommending information security related enhancements as a result of current security best practices - administration of Google G Suite for Education security tools and Unified endpoint management tools

  • Assists with work unit management and administrative activities including :
  • Providing recommendations and feedback on fiscal work plans, budgets / contracts, and organizational structure
  • Providing recommendations and feedback on staffing capacity, workload and activities
  • Alerting the director of identified operational issues, analyzing causes, and identifying corrective actions to recommend to the director
  • Participating in branch staff meetings
  • Providing guidance and feedback to junior staff members with regards to security operations and initiatives

Education : Graduation from an accredited college or university with a bachelor's degree in information and computer sciences, or a bachelor's degree in business administration with specialization in management information systems.

Experience : Six (6) years of responsible professional work experience in electronic data processing systems analysis and / or computer programming of which two (2) years shall have been in an education agency, program or system.

Desired Experience : Four and one half (4.5) years of progressively responsible related specialized experience including LAN infrastructure (application, development, maintenance), at least one (1) years of which must have been supervisory in nature.

Combined Education and Experience : An equivalent combination of education and experience may be acceptable, as determined by the Department.

Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge : Computer and data systems; computer programming; electronic data processing and retrieval; information systems in organizations;

database systems; statistical data analysis; information systems analysis and design; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.

  • Desired Knowledge : Information security, technology infrastructure, and risk mitigation; Cisco based networking environments including Cisco Umbrella;
  • Local Area Networks infrastructures, firewalls and related software / spyware for local and wide area network applications;
  • project management methodologies / tools, resource management practices, change management techniques, and technical information technology techniques, principles, and processes;
  • public school system, schools and teaching profession to identify best solutions as proven effective elsewhere; mission, culture and fundamental values of an educational system;
  • subject matter experts in the organization; existing solutions in order to identify the most effective means of implementing a change;

efficiency in implementing a required change and requirements analysis and / or solution design, understanding when a larger change is justified based on business benefit and how additional capabilities present, but not currently used, in a solution can be deployed to provide business value.

Ability to : Perform the full range of information systems services in the area(s) of assignment; communicate effectively with others both orally and in writing;

operate a wide range of computer systems, applications and other machines; maintain awareness of current and future developments in information technology system services.

  • Desired Ability to : Project management and information security techniques and principles in an IT environment; direct the work of others on a project basis;
  • perform information security functions for a complex IT operations; learn about DOE business domains and how they function, to understand how to benefit the organization;
  • obtain agreement by stakeholders that analysis models effectively and completely describe the domain, identify problems or issues from multiple areas in the domain, rapidly absorbing new information or new domains;
  • define and solve problems in order to ensure that the real, underlying problem is understood and addressed; obtain confidence of participants in the problem-solving process that a selected solution is correct, new solution options can be evaluated effectively using the problem solving framework, selected solutions meet the defined objectives and solve the underlying problem, the problem-solving process avoids making decisions based on preconceived notions, organizational politics or other traps that may cause a sub-optimal solution to be selected;
  • engage and earn trust of key stakeholders to obtain and articulate needs and requirements around sensitive issues and ensure proper evaluation of recommendations;
  • facilitate interactions between stakeholders to resolve disagreements regarding priority and nature of requirements; outcomes where participants in a discussion correctly understand one another’s positions, use of meeting management skills and tools including agendas and the use of meeting minutes to keep discussions focused and organized, prevents discussions from being sidetracked onto irrelevant topics, identifies common areas of agreement, effective use of different negotiation styles, able to identify important issues, understanding and considering all parties’ interests, motivations and objectives, encourages stakeholders to reach win-win outcomes on a regular basis;
  • document elicitation results, requirements, and other information; work closely with others to effectively support their work so that solutions can be effectively implemented;

foster a collaborative working environment, resolve conflict, develop trust among team members, obtaining support for shared high standards of achievement

SALARY RANGE : EOSR-7, $107,345 to $151,953.

Department of Education certificated employees will be placed on the salary range in

accordance with Department regulations.

All others will be placed on the first step of $107,345.

WORK YEAR AND BENEFITS : This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

EDUCATIONAL OFFICER CONTRACTUAL AGREEMENT : Article 11, Appointments, paragraphs A2b and A2c- "All vacancies for State and District level educational officer positions shall be advertised for twenty (20) days prior to selection.

Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure."
