Under the direction of the Director of Student and Parent Support Programs or other assigned administrator, assists in planning and organizing, supervising, evaluating and implementing daily operations of grants related to After School Programs, Parent Centers and Youth Health and Fitness activities, and other programs based on special funding such as AmeriCorps and Hayward Promise Neighborhood. Assists the Coordinator of Student and Parent Support Programs, Coordinator of Before and After School, and Coordinator of Prevention and Intervention Programs in supervising and coordinating the implementation of youth health and fitness activities during recess, lunch, and after school, and other Board approved school programs and Parent Centers.

Examples of Duties

ESSENTIAL DUTIES:
Provides general management, support, and monitoring of Parent Center, YEP staff, and other programs based on special funding which may include AmeriCorps and its members, and Hayward Promise Neighborhood Grant according to district policies.

Recruit, interview, train, and evaluate the performance of assigned staff. Selects and evaluates employees and recommends transfers, reassignment, termination and disciplinary actions; assure employee understanding of program policies, procedures and objectives; process formal and informal grievances.

Create collaborative working relationships with school administrators, departmental employees, community-based organizations, and the Hayward community processes and clarifies issues to attain resolution of personnel concerns and problems in the department.

Create the use of site procedures related to budget and expenditures. Monitors site budgets and expenditures and approves requisitions needed for supplies and services.

Problem solves questions, resolves concerns/complaints, and/or distributes Student and Parent Support Program information to/for the public and district personnel.

Analyze schedules and time sheets for personnel, including hours worked, vacation and leave information while maintaining a balanced budget.

Collects data and prepares reports for the Coordinator of Student and Parent Support Programs, and gives oral presentations to administrators. Conducts site audits and provides feedback to staff.

Manages all aspects of AmeriCorps Primary Measures Worksheets.

Coordinates with site staff and the Coordinator of Student and Parent Support Programs to verify that multiple grant objectives are being met.

Acts as primary liaison with the program evaluators, ensuring that they have access to sites and data and linking their work with the program evaluator.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:
Student and Parent Support Program operations and activities, including Instructional techniques and strategies related to health and fitness activities, along with recreational, athletic, and educational functions.
Community resources and volunteer services related to Student and Parent Support Programs.
Policies and objectives of assigned programs and activities.
District and State guidelines and requirements concerning health and fitness activities as well as applicable laws, codes, regulations, policies and procedures involved in the development and implementation of health and fitness activities, academic enrichment and extended learning opportunities.
Principles and practices of supervision and training.
Positive student discipline strategies and models.
Interpersonal skills using tact, patience and courtesy.
Operation of a computer and assigned software.
Record-keeping and report preparation techniques.

ABILITY TO:
Effectively facilitate volunteer and staff training for Student and Parent Support Programs.
Implement and manage a strategic planning process involving multiple sources, timelines, and work streams.
Implement best practices to improve student learning, build professional learning communities, develop instructional leadership, and engage parents in health and fitness literacy.
Effectively elicit, compile, organize, and summarize complex information from a wide variety of sources into a structured plan format.
Be flexible to perform work within changing priorities and possess sufficient interpersonal skill to work harmoniously with staff, students, administrators, parents and others.
Write, revise, and edit multi-part documents and reports. Maintain accurate and current records of operations and costs.
Use research and data where appropriate to support plan implementation.
Plan, organize, and direct the safe and efficient operation of Student and Parent Support Program personnel in a large school district.
Interpret policies, rules and regulations governing school-time and after school operations.
Establish and maintain cooperative working relationships and resolve conflicts with district and department personnel and the public.
Write and speak clearly and concisely and understand and follow oral instructions.
Use computers in an office environment, including Microsoft Word, Excel, and Outlook.
Travel from site to site in performance of duties.
Work independently with little direction.

Minimum Qualifications

EDUCATION AND EXPERIENCE:
Bachelor's Degree plus three (3) years defined experience or Associate Degree plus six (6) years defined experience. Experience defined: Experience includes student and adult supervision in an educational setting for students in kindergarten through high school, and experience working with the public in a recreational program or community volunteer organization.

LICENSES AND OTHER REQUIREMENTS:
Possession of a valid first aid certificate required prior to completion of probationary period.
Valid driver's license required.
Incumbent will be involved in field work which requires travel in personal vehicle to various sites.

Examination Information

If your application is selected to move forward in the recruitment, you will be invited to participate in responding to supplemental questions. If you pass the supplemental review, you will be invited to participate in an oral exam.

OTHER IMPORTANT INFORMATION:

Positions in this job classification are exempt, and work 12 months/year. The duration of the eligibility list is 6 months unless extended by the Executive Director of Classified Human Resources and the Personnel Commission.

Hayward Unified School District does not pay for employee health and welfare benefits.

Full-time employees are required to purchase medical health benefits. Half-time and less than half-time employees may participate on a voluntary basis. Health benefit costs are 100% employee paid through a pre-tax payroll deduction. Employees may opt out of health coverage upon presentation of proof of alternate coverage.

Dental coverage is mandatory for all employees working 20 hours per week, or more, regardless of outside coverage. Less than half-time employees may participate on a voluntary basis. The District contributes the full premium for "employee only". Any additional premium will be employee paid.
