What are the responsibilities and job description for the Skilled Craft Specialist position at HCSO?
DEFINITION: Under close supervision, performs a variety of construction, maintenance and repair duties relating to such crafts as electrical, carpentry, painting, plumbing, heating, ventilation and air conditioning (HVAC), and/or welding, and performs other related duties as assigned.

TASKS:
Performs the maintenance and repair of all facility structures and equipment and requires a level of safety and quality that is concurrent to HCSO standards. Sometimes requires hands on assistance and supervision of outside contractors for tasks that are not handled completely in-house.
Works cooperatively with the Skilled Craftsman crew leader and support staff to complete projects. Prepares and signs off on work reports concerning types of repairs made, materials used, and cost of completed work assignments; maintains parts, equipment, tools, and supplies and practices good stewardship of HCSO funds and assets. Helps maintain the inventory of materials and equipment purchased and requested.
Supervises the inmate workforce assigned to the maintenance crew for any task inside a correctional facility, keeping in mind the safety and security of all HCSO staff and the general public. Strict adherence to HCSO policy is of the highest priority when working near inmates.
Assisting in and performing various construction projects and day-to-day breakdowns. Types of repairs will involve most building trades including hvac, electrical, plumbing, carpentry, painting, masonry, welding, grounds keeping and other general labor. Preventative maintenance schedules will be kept on file and it is the responsibility of each skilled craftsman to see that the crew is making these schedule deadlines for the facilities and equipment.
Ensures on-time starts to work and good attendance. Facilitates the immediate performance of tasks at the start of each day and as items arise or are assigned. Openly receives assignments and tasks from crew leaders and co-workers alike, making a priority of the most important tasks, deemed by the crew leader or Facilities Manager.
MINIMUM QUALIFICATIONS: Must have a high school diploma or GED, plus two (2) years of experience in building trades or a comparable amount of training in a vocational school with emphasis on building trades and construction. Must have a valid Driver’s license and be able to be on call as needed.
PHYSICAL REQUIREMENTS: Work requires a significant amount of standing, walking, climbing, carrying, kneeling, driving etc. The ability to lift or carry at least seventy (70) pounds is required. This classification involves work performed in an office, warehouse, correctional facilities and in an outdoors environment; may be exposed to dangerous machinery and extreme weather conditions; exposed to incarcerated inmates of different security levels inside the correctional facilities who may exhibit emotional and combative tendencies toward those in authority. The Hamilton County Sheriff’s Office promotes a drug/alcohol-free work environment through the use of pre-employment and random drug testing.
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
- Knowledge of service manuals and other documentation for their respective crafts and related equipment; usage and operation test equipment and tools.
- Knowledge of relevant Federal, State and County codes and regulations relating to building maintenance and workplace safety.
- Knowledge of Sheriff’s Office geography, facilities and work sites.
- Knowledge of plumbing skills required to repair toilets, drain and water lines.
- Knowledge of the common practices, tools, terminology, hazards and safety precautions associated with the trades.
- Knowledge of the use and characteristics of common building materials
- Skill in reading, interpreting, understanding and applying applicable Federal and State rules and regulations, Sheriff’s Office Policies and Procedures.
- Skill in the use and operation of a variety of tools and machinery associated with the trades, service manuals, engineering specifications and drawings.
- Skill in establishing and maintaining cooperative working relationships with the public, department staff, other County departments and contractors.
- Skill in the performance of craft work and techniques.
- Skill effectively communicating in both oral and written form and following oral and written instructions.
- Skill in the troubleshooting and repair of all issues that may arise with HCSO facilities and equipment.
- Skill in planning, organizing and successfully completing multiple, unrelated simultaneous projects.
- Skill in demonstrating leadership and organizational skills.
- Skill in estimating materials and time required for various jobs (painting, carpentry, hvac, electrical, plumbing, etc.).
- Skill in interpreting technical documents, drawing, blueprints, etc.
