The Director ensures the health, safety, general welfare, training and treatment provided to residents meets their needs and reflects professionally accepted standards of practice. The Director ensures that the civil rights of residents of the center are protected and ensures that the residents’ family members and/or legally authorized representatives are notified of serious events that may indicate problems in the care or treatment of residents and fosters relationships with and is responsive to stakeholders including family members, advocacy groups, the Legislature, other state and federal agencies, professional organizations, community centers and the general public.
The Director is required to keep an accurate and detailed account of all money received and spent as well as the source of the money and on whom and what purpose the money is spent. The Director is responsible for overseeing repairs and improvements to the center and for ensuring that center money is spent judiciously and economically. The Director oversees the admission and discharge of residents in compliance with all federal, state and facility-specific laws, rules and regulations. Responsibilities include keeping a full record of the center’s operations and monitoring the arrival and departure of individuals to and from the center as appropriate to ensure the safety of residents.
The Director is responsible for the planning, organization, budgeting, implementation, monitoring, and evaluation of center services and for ensuring continuous improvement of service levels and execution of the Assistant Commissioner’s goals and guiding principles. The Director is responsible for assuring continuous certification of the facility as provider of ICF/IID services consistent with the program’s conditions of participation. The Director is responsible for the center’s implementation and monitoring of the terms of the Settlement Agreement with the U.S. Department of Justice, as well as on-going compliance with the terms of the Agreement. The Director exercises considerable independent judgment in the performance of duties within established laws, regulations, standards, rules and agency policies of the Health and Human Services Commission (HHSC).
In line with agency and State Supported Living Center policies and procedures, establishes a future direction and operational objectives for the center, develops processes that facilitate accountability and provide meaningful and objective feedback to all stakeholders on progress toward the achievement of center goals and objectives. Ensures the health, safety, care, training and treatment provided meets the needs of the individuals served and reflects professionally accepted standard of best practice.
Administers the organization and operation of the center so that it functions efficiently and effectively.
Assures a system is maintained to effectively assess service delivery and compliance with HHSC policies and procedures.
Assures a system is maintained to effectively assess service delivery and compliance with ICF/IID conditions of participation.
Manages and administers the center’s resources so goals and objectives are achieved in a cost-effective manner. Identifies opportunities to reduce costs, maintains an accurate and detailed account of all money received and spent, to include the source of the money and on whom and/or what purpose the money was spent.
Assures the Incident Management system is effectively implemented to ensure the health, safety, and welfare of all residents.
Maintains a workforce that is appropriately configured, trained, and supported in its mission to provide quality customer services. Assures that staff completes required basic care training and specialty training before they begin to perform their duties without direct supervision.
Ensures a system is implemented to assure ongoing feedback to employees relative to job performance and that adequate documentation is maintained.
Assures compliance with HHSC continuity of services rule and other applicable rules/laws.
Leads the development of partnerships with stakeholders including consumers and their families, advocacy groups, intellectual disability authorities, the judiciary, the Legislature, other state and federal agencies, professional associations, Volunteer Services Council and the general public.
Assures the development and approval of local policies as needed that reflect standards, rules, laws and agency policies.
Assignments are completed by deadlines.
Assures all systems are implemented for data and records management.
Knowledge of and experience in ensuring the provision of quality services, treatment, training and supports for individuals with intellectual and developmental disabilities.
Knowledge of and experience leading and supervising large numbers of employees.
