Hennepin County Public Works is seeking a Senior Engineering Technician to perform construction inspection and contract administration duties on road and bridge construction projects.
The Construction division is one of three divisions with the Transportation Project Delivery department. Hennepin County’s Transportation department administers all functions associated with the county highway system. This department develops, operates and maintains a safe effective highway system throughout Hennepin County.
Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a $500 referral bonus. For more information visit employee referral program .
Location and hours:
This position is hybrid and will be performed both on-site at a post of duty, in a field environment within Hennepin County, and remote as job duties require. Post of duty will be located at Hennepin County Public Works facility, 1600 Prairie Drive, Medina, MN 55340. There is no public transportation to this facility. Work hours will be Monday through Friday between 6 a.m. to 6 p.m. and are flexible. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In This Position, You Will
- Assist project engineer with contract administration duties that include:
- Preparing and maintaining construction diaries.
- Documenting contracts pay quantities.
- Tracking construction schedule and project budget.
- Lead material testing functions to ensure conformance with specifications.
- Inspect road and bridge construction projects for adherence to contract specifications.
- Coordinate work and provide training to technicians.
- Serve as a lead inspector on average bridge and road construction projects.
- One of the following:
- Five years or more of experience in technical non-professional highway, land survey, geographic information systems application, or related engineering work, including specialized experience in the function performed. Note: One of the following may be substituted for one year of the required experience:
- Completion of an approved highway/civil engineering technology or land surveying training program.
- 30 college semester credits or more in mathematics, geography, computer science or engineering-related technical courses.
- Current Certified Survey Technician (CST) Level 3.
- GIS Professional Certification (GISP).
- Licensed Land Surveyor in Training (LSIT).
- A valid driver's license and the ability to obtain a Hennepin County driver's permit.
- Ability to walk on uneven terrain; bend and stoop; work outdoors in all types of weather conditions and lift items weighing up to 60 pounds with or without reasonable accommodations.
- Experience with:
- Engineering design, survey, permitting processes, and inspection work.
- Road or bridge construction experience and/or road or bridge construction inspection.
- Construction or construction inspection.
- Knowledge of math functions such as algebra, geometry, trigonometry, and arithmetic.
- Certification(s) from MnDOT; bituminous street, concrete field 1, concrete field 2, grading & base 1, grading & base 2.
- Ability to:
- Read and interpret MnDOT standard design manuals and technical memos, construction plans, specifications, and other job-related forms.
- Communicate using visual, verbal, and written methods.
- Direct a work team or coordinate work with intra-department groups.
- Utilize complex civil engineering computer software such as Bentley Open Roads Designer, RT Vision, One Office and/or Microsoft Office.
- Schedule prioritize and balance several tasks/projects.
- Review and interpret contract plans and specifications.
- Establish and maintain effective working relationships with contractors, public agencies, subordinate and professional staff.
- Analyze complex permitting, engineering; environmental, land surveying, and geographic information system problems and direct staff to resolve problems.
- Read and interpret legal descriptions, laws and regulations.
