Public Works Administration is seeking an experienced Senior IT Engineer (Data) to support and advance data driven applications and analytics for the line of business. Under general supervision, this position will work closely with the Head of Analytics for Public Works and other IT professionals and will assist in developing appropriate system data models, data diagrams, ETL processes, system integrations and contribute to data planning for cloud solutions and connected technologies. As part of the Data Services team, they will work with analysts to build, optimize, and support data pipelines for Public Works and enterprise initiatives.
Public Works IT (PWIT) is the line-of-business IT team strategically embedded within Public Works Administration that facilitates and supports IT and data solutions that are Public Works specific. PWIT is part of the overall IT service delivery model for Hennepin County and partners with the Hennepin County IT Department, other distributed services teams, and the Public Works business line to deliver comprehensive IT services.

Location and hours: This position is hybrid and will be performed both on-site at the Medina Public Works Facility, and remote as job duties require. Work hours are Monday through Friday, 8 a.m. – 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

At this time, employees may be eligible to receive an additional cash merit of up to $2,799.11 that can be earned annually based on performance.
Build structures and systems to ensure technical capacity for service delivery to internal business partners.
Lead and support the development and maintenance of data technology infrastructure that supports the data and analytics initiatives for departments within the Public Works line of business.
Apply information technology resources to the data domain of expertise as an Azure Data Engineer.
Create and curate reusable sample libraries for pipelines, integrations, code, automation, scripts, and configuration.
Build and optimize frameworks to ensure efficient data integrations, transformations, warehousing, data lake/fabric architectures, access and retrieval activities; contribute and influence ongoing decision processes around data collection, analysis, and appropriate protocols for security regulations.
Promote best practices around data governance, security and quality, modern data management, ETL and ELT, reporting and visualization technologies; stay current with data technologies to ensure Hennepin County data practices are in-line with the evolvement of consumer needs and technological resources.
Evaluate new products and existing systems to identify and lead new process improvement opportunities and implementation.
Contribute to the planning of the overall organizational data strategy by providing advice and guidance towards desirable outcomes.
Develop and enforce technical standards and interface tools including the development of appropriate systems models (such as network diagrams, data models, etc.).
Drive deployment and adoption of new architecture; train and mentor IT staff in new technologies.
Provide backup and support for Public Works Data Services team members, troubleshoot and resolve root cause problems on complex data systems.
Need to have:
- One of the following:
- Associate/vocational/technical degree in computer science, computer engineering, or a related information technology field and five or more years of information technology experience.
- Bachelor's degree or higher in computer science, management information systems, data engineering, business intelligence, data analytics, or a related information technology field and three or more years of information technology experience.
- Seven or more years of information technology experience.
- Current certification in a leading professional level certification area (e.g., Microsoft, Cisco, CompTIA, Infoblox Core DDI, etc.).
Nice to have:
- Certifications in IT Infrastructure Library (ITIL) or Azure.
- Experience:
- Using T-SQL or PL/SQL, XML, JSON, Spark coding (Scala and/or Python).
- Designing and optimizing databases.
- In data architecture and/or data modeling.
- Working with structured and unstructured data.
- Working on projects to build data relationships and integrate systems.
- Researching, testing, implementing, and supporting technical solutions.
- Implementing solutions for data driven decision making.
- Automating business process through pipelines and scripting.
- Technical support of critical systems (on-prem, hybrid and vendor hosted).
- Advancing technology solutions in smart technologies, IoT, Azure solutions and connected systems.
- Development skills using Microsoft toolsets including but not limited to Visual Studio, PowerBi, SQL Management Studio, SSIS, SSRS, and PowerShell.
- Administering SQL server and/or different data servers.
- Leading projects that involved system integrations, data migration and/or application implementation/upgrades.
- Knowledge of:
- IT industry and deep specialized knowledge of a single domain like software engineering, data engineering, network engineering, or infrastructure engineering.
- Data storage, integration and transformation by consuming, cleansing, and consolidating data from diverse sources.
- Architectural patterns such as Modern Data Warehouse and Lakehouse Architecture.
- Operationalization and optimization by ensuring data pipelines and data stores are high performing, efficient, organized and reliable.
- Continuous improvement and Agile methodologies and frameworks.
- Broad IT background required to partner with other domains (cloud, security, application, data, etc.).
- Microservices and SOA.
- Cloud-native and serverless.
- Microsoft Fabric, Purview, Azure (Data Factory, Synapse, Data Lake or OneLake Storage, Databricks).
- Ability to:
- Use creative problem solving when confronted with issues.
- Code complex SQL Queries.
- Provide excellent customer service and interact with end users.
- Effectively work in collaboration with other developers, managers, and customers, working in a team development environment.
- Communicate effectively both verbally and in writing with all levels of the organization.
- Focus on system capabilities and functionalities in lieu of single technological application or system.
- Skill in:
- Database design, implementation, maintenance, and migration for on-prem to cloud based SQL solutions including temporal databases and data warehouses, data lakes, and data lakehouses.
- Consuming REST API services.
