This is a highly responsible position overseeing road construction projects, right-of-way permitting. Highly technical work involving the observation and inspection of workmanship, methods, materials, and procedures used in the construction of Hernando County's Capital Improvement projects for conformance with approved plans, specifications, contract documents, and safety standards.  Performs customer coordination and communications for DPW projects and inspects work performed to ensure that the project was completed to County standards.

The pay rate for this position is $23.57 per hour plus benefit and retirement options. 
  • Observes, inspects and reports daily on construction of County road projects including attending pre-construction meetings, shop drawing review and processing of pay requests, assessing and resolving unforeseen conditions during construction, monitoring of schedules and budgets, overseeing equipment and materials testing, reviewing record drawings and certifications for accuracy, ensure that all work is in conformance with the contract documents and permit conditions before final acceptance. 
  • Interfaces and receives direction from Project Management Team in relation to construction projects. 
  • Participates in conferences and meetings, coordinates activities with community and regulatory agencies. 
  • Assists in the preparation of the Department's Capital Improvement Program (CIP).  Assists in reviewing County road standard details and specifications. 
  • Assists in design and writing of specifications for road projects, as requested. 
  • Acts as liaison with other departments on all matters regarding County road projects. 
  • Resolves customer complaints on County projects.  Distributes construction notices to homeowners and communicates with citizens throughout the construction process. 
  • Reviews pay requisitions submitted by contractors.   Investigates and provides recommendations on contractor claims, change orders, etc.  Works with Engineering staff in the resolution of issues as they may be encountered.
  • Coordinates schedules and performs County right-of-way permit issuance and inspection. 
  • Subject to call out for emergency situations.
  • Regular attendance.

Secondary Functions
  • Reviews service requests and develops the scope of work for each request and inputs that scope of work into the work management system.  Coordinates with the customer to ensure that the scope of work addresses the customer's concerns.
  • Provides Quality Assurance for completed service requests for which a scope of work was developed and ensures that the work performed meets expectations.  Develops re-work tasks for all work not meeting expectations.  Closes all completed service requests for which a scope of work was developed.  Assists field supervisors in coordination of utility locations, and any technical support as requested.  Occasionally inspects work being performed in the field by in-house or contract crews as requested by management.

Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.





Minimum Requirements
  • High school graduate or equivalent.
  • A minimum of five (5) years progressively responsible and knowledgeable experience in roadway construction and civil engineering practices.

Licenses, Certifications or Registrations
  • Must possess and maintain a valid Florida Driver’s License and be insurable by current insurance carrier.
  • Must possess or be able to obtain within ninety (90) days of employment, certification in NIMS/Incident Command Courses IS100PWb, IS200, and IS700.
  • Required Florida Department of Transportation (FDOT) Intermediate Training Maintenance of Traffic Certification, Florida Stormwater, Erosion, and Sedimentation Control Inspector.
  • Must obtain certification of FDOT Asphalt Paving Level I and FDOT Earthwork Construction Inspection Level 1 within six (6) months of hire or transfer date, and obtain certification of FDOT Asphalt Paving Level 2, FDOT Earthwork Construction Inspection Level 2 and OSHA 10-hour Construction Safety and Health certification within one (1) year of hire or transfer date.

Required Competencies
  • Extensive knowledge of road construction, drainage, building, subdivision and appurtenance construction and operation principles and procedures.
  • Knowledge of principles and practices of land surveying and engineering principles and procedures as they relate to construction and maintenance.
  • Knowledge of construction safety practices.
  • Skill in interpreting and comprehending plans, specifications, contract documents, and safety standards.
  • Skill in preparing written reports and letters to document construction activities.  Ability to observe construction and maintenance work in detail and write accurate, timely, and technical inspections concerning the quality and quantity of work observed.
  • Ability to understand and comprehend complex engineering and contract documents, plans, specifications, and rules and regulations.  Ability to view and navigate ARC GIS software.
  • Ability to communicate effectively both orally and in writing and to prepare accurate and concise construction reports and letters.
  • Ability to establish and maintain effective working relationships with contractors, engineers, developers, and county staff.
  • Ability to use sound judgment at all times.  Ability to understand and follow written and oral instructions from supervisors or other competent authorities.
  • Ability to work independently.
  • Ability to interact with co-workers, supervisors and the public in a professional and courteous manner.






Equipment Used
Personal computer, copier, fax, mobile radio, digital camera, tablet, motor vehicle, safety equipment and any other equipment necessary to perform the duties of position.

Physical Abilities
Light lifting and carrying (up to 75 lbs.); acceptable eyesight (with or without correction); acceptable hearing (with or without hearing aid); ability to access, input and retrieve information from a computer; ability to operate a motor vehicle; ability to communicate both orally and in writing.  Requires walking, stooping, bending, and climbing at job site.

Environmental Conditions
Mainly works outdoors in various weather conditions with potential exposure to dust, dirt, noise, heavy rains and wind, and vibration. Some office environment.
