The Risk Policy Senior Officer II is a strategic professional who closely follows latest trends in own field and adapts them for application within own job and the business. Recognized subject matter expert within one area. Strong commercial awareness is a necessity. Is an acknowledged authority both within and outside area of expertise. Typically a small number of people within the business that provide the same level of expertise. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication is typically required. Provides advanced judgment and conducts in-depth quantitative or qualitative analysis to solve problems and develop new, innovative solutions. Required to think beyond existing solutions, assumptions or current knowledge of sophisticated areas. Significant impact on a function and/or the business through making decisions that determine technical approaches and strategies for the area.

Responsibilities:

  • Lead front-end quality assurance around originations and underwriting for Citi's business
  • Develop, implement and manage the key business indicator framework that will define Citi's Quality Control process and results
  • Perform detailed analysis of Citi change control requests, facilitating test scenario walk through walk-throughs with the QA and Risk Teams as well as business units to ensure test coverage for each new request.
  • Communicate results internally and externally to regulators and recommend specific actions to be taken to minimize defects and reduce risk
  • Present data/analysis to Senior Management to ensure understanding of identified risks and where appropriate, recommend solutions and manage their implementation
  • Work collaboratively with Sales, Marketing, Originations, Servicing and other business partners to develop and execute performance improvement plan
  • Assists the in-business Chief Risk Officer in tracking and reviewing Risk Management and business goals against all forms of Operational Risk, including appropriate capacity levels, outsourcing and vendor management, appropriate pricing, REO levels and contractual obligations to our investors
  • Provide appropriate feedback to staff as it relates to quality control findings and overall performance.
  • Perform analytics to track, interpret and improve Q/C results with our business in order to optimize earnings and minimize risk.
  • Use broad discretion in developing solutions for cross-functional business reporting issues.
  • Manage a variety of broad based and complex relationship and Operational issues requiring conceptual analysis.
  • Serve as a key resource for interpreting all data/metrics related to Risk.
  • Manage multiple high priority and visible projects. Leverage and allocate necessary resources.
  • Partner with process engineering to ensure appropriate Operations & Technology value propositions and go-to-market strategies are developed and implemented
  • Document information, present / participate in Business Review and perform other risk management reviews as needed.
  • Manage ongoing interaction with all 3rd party agencies including calibration, QA plan review, monthly meetings, etc.
  • Use broad discretion in developing solutions for cross-functional business reporting issues
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.


Qualifications:

  • 15 years relevant experience
  • Demonstrated track record of success in risk policy, operations, people management, and underwriting
  • Demonstrated track record working with regulators
  • Ability to effectively communicate complex topics to a broad audience
  • Proficient analytical and quantitative capabilities
  • Ability to work effectively with a great degree of independence and to lead multiple projects and teams simultaneously
  • Consistently produce high quality work, fine-tuned to the audience
  • Effective Leadership, interpretive and problem solving skills are required
  • Experience in working at similar seniority level
  • Excellent written and verbal communication skills


Education:

  • Bachelors/University degree, Masters degree preferred
