Prime Responsibilities and Major Factors in Evaluating Performance: Procure materials and/or services in support of the operational needs of various departments and/or divisions of Hitchiner Mfg. Co., Inc.  This includes the procurement of sufficient raw materials, where needed, in support of any division, while at the same time, keeping inventories at cost effective levels.  Review purchasing requests, utilizing approved specifications, prepared bids and select bid lists to obtain proposals on items assigned in compliance with purchasing specifications.  Analyze bids to determine lowest bidder. Analyze inventories and use of standard items, consult others concerned to anticipate requirements and place orders for most effective quantities to balance requirements, inventory and price break. Develop alternative sources, promoting continuity of supply, consistency of quality, and competitive pricing. Consolidate material requirements and develop most suitable method of purchase, such as spot purchases, contracts, blanket purchase orders or supplier consignment arrangements. Solicits quotes, conducts bid evaluations, evaluates costs, negotiates optimum delivery schedules and ensures best combination of price, quantity discount, product quality, standard terms and conditions, and where appropriate, supports the establishment of long-term agreements such as master orders and blanket orders.  Prepares contracts, including terms and conditions, makes award and ensures adherence to agreements with suppliers. Maintain effective liaison with all departments on all matters of mutual concern or inter-related responsibility. Correspond tactfully with sources of supply or potential sources to overcome any misunderstandings, complaints, etc., or to secure further pertinent information regarding purchased items. Manage day-to-day oversight of purchasing compliance with each division’s Quality Systems, certified supplier lists, and work instructions. Generate and maintain effective communications, good relations, and a positive image with suppliers, coworkers and employees, promoting courtesy, objectivity and fairness.  Mentor and support Buyers and Associate Buyers. Additional Responsibilities: Advise other departments of any changes in price or procedure or of restrictions on materials used in the manufacturing process.  Keep interested departments advised with respect to lead-time required for critical materials. Negotiate vendor rejections and advise vendor of reasons for rejection and cost incurred as a result of defective material. Participate in ongoing cost savings projects. Ensure that all activities are performed in compliance with the company’s Code of Conduct. Minimum Acceptable Qualifications: Bachelor's degree and 7 or more years of buying experience within a manufacturing organization with heavy emphasis on computer systems, database administration, and materials procurement. Master's Degree preferred. Certification (e.g. Certified Professional in Supply Management –CPSM) through the Institute of Supply Management or similar accrediting body preferred. Must have strong interpersonal and communication skills.    Must possess sound understanding of how the purchasing function interfaces with all facets of the organization.  Other duties as required by the Manager, Procurement.
