Job purpose

The general purpose of your job is to keep children who are clients of Home of the Innocents safe at all times and to be respectful of the children and their families as valued customers.

The Program Manager is responsible for coordinating staff and client duties and activities for the assigned unit. The Program Manager develops strategies to create needed programming; assures the proper placement of each youth; evaluates program effectiveness; and oversees the implementation, maintenance, and efficiency of the program.

Duties & Responsibilities
  • Supervise, mentor, train, and develop the departmental staff; including Resident Counselors, House Supervisors and Treatment Coordinators. (daily)
  • Complete evaluation of employee performance. (as needed)
  • Responsible for scheduling, adequate staffing, time card review, and overtime approval. (daily)
  • Participates in evaluation of referrals for admission into the program, in coordination with the intake department. (as needed)
  • Assists in treatment planning to ensure appropriate services are available to address the emotional, behavioral, spiritual and physical needs of the client. (as needed)
  • Responsible for oversight of required treatment coordination documentation. (daily)
  • In conjunction with Residential & Emergency Services leadership, ensuring regulatory, contractual and accreditation compliance. (daily)
  • Responsible for preparing for site visits associated with licensing and accreditation; including submission of reports when indicated and oversight of ongoing compliance with licensing and accreditation standards. (as needed)
  • Responsible for documenting and correcting any violations or deficiencies in policies and programs. (as needed)
  • Assists in the development of the annual department budget and monitors the budget throughout the fiscal year. (as needed)
  • Provide on-call emergency support. (as assigned)
  • Maintains Safe Crisis Management (SCM) certification and participates in SCM intervention with clients as needed. (daily)
  • Responsible for assuring the milieu of the program is safe and therapeutic. (daily)
  • Responsible or monitoring the upkeep of the building, property to assure they are properly maintained. (daily)
  • Other duties as assigned.
Qualifications
  • A Bachelors degree in a human service field (Psychology, Social Work, Counseling) is preferred.
  • Two years of education from a college of university and two years of experience in a child care facility; or a high school diploma, or an equivalence certificate and at least five years of experience working in a child-caring facility is required.
  • Ability to participate in Safe Crisis Management (SCM) is required.
  • Experience working with recovery based treatment plans and behaviorally oriented programs is preferred.
  • Valid driver’s license and clear driving record is required.
  • Must be able to read, write, speak, and understand the English language.
  • Must possess the ability to make independent decisions when circumstances warrant such action.
  • Must possess leadership and supervisory ability and the willingness to work harmoniously with and supervise other personnel.
  • Must possess the ability to plan, organize, develop, implement, and interpret the programs, goals, objectives, policies and procedures, etc., that are necessary for providing quality care.
Working conditions
  • Works in office area(s) as well as in other community settings (e.g. social services agencies, DCBS offices, homes of biological family members).
  • Moves intermittently during working hours.
  • Is subject to frequent interruptions.
  • Is involved with clients, personnel, visitors, government agencies/personnel, etc., under all conditions and circumstances.
  • Is subject to hostile and emotionally upset clients, family members, personnel, and visitors.
  • Communicates with the medical staff, nursing personnel, and other department supervisors.
  • Works beyond normal working hours and on weekends and holidays when necessary.
  • Is subject to on call, crisis intervention supports.
  • Is involved in community/civic health matters/projects as appropriate.
  • Attends and participates in continuing educational programs.
  • Maintains a liaison with the clients, their families, support departments, etc., to adequately plan for the clients’ needs.
Physical requirements

  • Must be able to move intermittently throughout the workday.
  • Must be able to cope with the mental and emotional stress of the position.
  • Must be able to see and hear or use prosthetics that will enable these senses to function adequately to ensure that the requirements of this position can be fully met.
  • Must function independently, and have flexibility, personal integrity, and the ability to work effectively with clients, personnel, and support agencies.
  • Must be able to relate to and work with the ill, disabled, emotionally upset, and, at times, hostile people within the facility.
  • Must be able to participate in Safe Crisis Management (SCM).
  • May be necessary to assist in the evacuation of clients during emergency situations.
